Law that restores the casting vote in Carf may be voted on next week

The president of the Chamber of Deputies, Arthur Lira (PP-AL), said this Wednesday (14) that he hopes that the bill that resumes the so-called casting vote in the Administrative Council of Tax Appeals (Carf) will be voted in plenary this week next. In a conversation with journalists, the deputy asked the text’s rapporteur, Beto Pereira (PSDB-MS), to make an “effort” to finish the report.
“The rapporteur has full autonomy to build the text, talking to all parties and leaders. I asked him to make an effort to see if we could vote before the 22nd. If not, it will be after the 29th”, he said.
The casting vote is a CARF mechanism that gives the Union the upper hand in cases of tie in judgments on tax appeals and, if implemented, could inject around R$ 50 billion into public coffers this year alone. The appeal had been initially proposed by the government as a provisional measure, at the beginning of the year, but which expired on June 1st without being voted on and turned into law.
Despite having asked the rapporteur for effort, Lira stressed that he cannot guarantee agreements made outside Congress. The president of the Chamber also defended that the Chamber give a “definitive regulation” for the subject.
