Ipea opens competition with salary of almost R$21 thousand this Tuesday (04)

Brasilia DF) – Registration for the public competition at the Institute for Applied Economic Research (Ipea), linked to the Ministry of Planning and Budget, begins this Tuesday (5) and runs until January 10. The process will select 80 new federal employees who will have a starting salary of R$20,924.80.

In a press conference this Monday (4), the president of Ipea, Luciana Mendes Santos Servo, highlighted that this is the first competition that complies with the Quota Law (nº 12,711/2012), because the last competition was held in 2008, before, therefore, the legislation that deals with the topic. “It is a very big concern, including in evaluations and analysis of publications carried out by Ipea, that the quotas are effective. We have several barriers that were noticed when carrying out previous competitions, and the entire process of discussing the Ipea competition took into account the removal of these barriers or their minimization.”

According to Luciana, Ipea is made up mostly of white employees (76%) and men (80%), but has worked internally on the issue of diversity, which will be perceived by those approved in the new competition.

When talking about representative bureaucracy, it is important that there is social representation of the population within the bureaucracy. When you have an essentially white and male institution, this is the perspective that ends up taking into the public policy debate. Bring diversity to Ipea, make quotas effective, bring in PCDs [pessoas com deficiência], bringing more women is essential. So come. Take the Ipea contest. Ipea is for everyone, for all levels of training and for all people with higher education. Released today, the notice shows an increase in the percentage of vacancies allocated to people with disabilities, which rose from 5% to 10%. “This was the demand of a working group established within Ipea that works on diversity, so that Ipea and research can become more diverse.”

Holding a competition within the Quota Law required thinking that this has to be the minimum. “We have 20% within the Quota Law, but we also expect black people to enter through general competition to increase diversity within Ipea”, explained the general coordinator of Contracting, General Services and Research Support at Ipea, Marinésia We read Souto.

The general coordinator of Contracting, General Services and Research Support at Ipea, Marinésia Lemos Souto, highlighted that, after 15 years without a public tender, the institution needs to renew its staff to continue contributing to improving public development policies and providing advice the Brazilian State in strategic decision-making.

“It is essential for the continuation of this house. It is essential to support the government in public policies. We need people to implement these more than 700 studies that are being carried out within Ipea, being carried out by around 150 researchers. It’s a lot of work. This year alone, we registered more than 200 new projects.”

Candidates for the 80 places in the Ipea competition must have completed higher education in any area of ​​training, in an institution duly recognized by the Ministry of Education, regardless of the chosen specialty.

In total, the position of planning and research technician is divided into ten specialties, in final and institutional development activities: public policies and development, public policies and society, public policies and evaluation, public policies and sustainability, systems development, infrastructure information technology, data science, social communication and scientific dissemination, editorial process and planning, management and logistics.

Those approved will assume the position of planning and research technician and will all carry out activities related to government management, ranging from planning, carrying out research and evaluating government actions to support the formulation of new public policies.

As a way of expanding participation in the competition, Ipea will apply the test in the capitals of the 27 federation units, on a single day, as, in the previous edition of the competition, the tests were applied in only five capitals.

The coordinator of the Working Group on the Ipea Competition, Pedro Miranda, highlighted that this is a significant difference in relation to previous competitions. “The heteroidentification newsstands [para confirmar a autodeclaração feita pelos candidatos] and evaluation panels by multi-professional teams will also be held in all capitals. It is an important measure, and the date for holding these examinations is already predefined and published in the notice and as candidates progress through the stages of the competition and are able to plan in advance for the holding of these examinations.”

Regarding the possibility of increasing the number of people called to take office, Pedro Miranda informed that Ipea will list the names of those approved in a number three times greater than the number of vacancies (80) authorized by the Ministry of Management and Innovation in Public Services, for a reserve registration. “This is the limit we have in relation to 80 vacancies. If an additional supply of vacancies is achieved, which is limited to 25% of the positions authorized today, we will use this list of approved candidates to nominate new candidates.”

The panel responsible for preparing and applying the tests will be the Cesgranrio Foundation. According to the competition notice, Ipea selection will have the following stages: objective tests (multiple choice) of general knowledge and specific knowledge and discursive test, both applied on February 25, 2024; in addition to the evaluation of securities.

The general knowledge test will be the same for all specialties, with questions about the Portuguese language, English language, current Brazilian reality and the State and public policies. However, the discursive and specific knowledge tests will require content directed to each specialty.

The final result of the competition should be announced on May 27th.
