INSS will have a joint effort to reduce the queue of assistance expertise – 02/20/2023 – Market

The INSS (National Social Security Institute) is preparing a group of medical experts to try to reduce the waiting list for disability benefits. Currently, there are 562,440 requests waiting for an expert medical examination, according to data from the institute.

According to the Minister of Social Security, Carlos Lupi, the task force should start in March, and is focused on providing assistance in regions where there is a longer wait, such as cities in the North and Northeast of the country.

“Today, this is my longest queue. There are more than 500,000 waiting. I’ll fit it in. It will be in 45 days until December. Until December, I don’t want anyone to miss the maximum deadline”, said Lupi, in a meeting with union members at UGT’s headquarters. (General Union of Workers) this Friday (17).

The plan is to make it possible for experts to stay in locations in the interior of states where the demand for expertise is high, causing professionals to stay for up to 15 days or until the queue is cleared.

Francisco Eduardo Cardoso Alves, vice-president of the ANMP (National Association of Medical Experts), confirms that the category is in negotiation with the Ministry of Social Security and says that professionals are waiting for the rules to start the consultations.

“The mutirão is an emergency exit adopted in cases of extreme need”, he says.

According to the minister, this is the main way of dealing with the general queue of social security benefits, which exceeds 1.2 million.

By law, the INSS has up to 45 days to implement the benefits after presenting the documentation proving the right. If it exceeds this period, the institute must pay the benefit with interest and monetary correction.

Experts receive bonuses

The government should pay bonuses for experts to carry out extra tests in these joint efforts. The minister also talks about paying for stays in regions where necessary.

Alves understands that this is one of the cheapest ways for the government to try to resolve the issue, because when there is judicialization, the costs are higher.

The bonus program has existed since 2017, when a fine-tooth comb was carried out on disability benefits with the intention of cutting those that were being unduly paid.

Distance sickness aid can come out faster

Another project that can be put into practice is the crossing of data between the INSS and the SUS (Sistema Único de Saúde) for the granting of distance sickness assistance, without in-person expertise.

According to the minister, with the crossing of data, the stage of the expert analysis could be shorter, since a doctor from the public network would be certifying the incapacity. For other cases, such as insured persons who undergo a consultation in the private network, the certificate would continue to be sent by Meu INSS and, when necessary, the insured person would undergo a face-to-face examination.

Currently, it is possible to request assistance from a distance, without undergoing expertise, for removals of up to 90 days. The insured must apply for the “Aid for Temporary Disability – Document Analysis – AIT”.

After making the request through the Meu INSS application or website, he will be notified about the duration of the benefit granted. In addition, it is not possible to ask for an extension if the worker remains ill.

If the inability to work persists, the citizen will have to make a new request for sickness benefit, this time with an in-person medical examination, but only after 30 days of the end of the distance aid.

Another rule says that if you need another leave within 60 days for the same reason, the worker will not be able to ask for help without expertise again.

The request for sickness benefit without in-person expertise can only be made through the Meu INSS application or website. Assistance without expertise does not apply to benefits of an accidental nature, that is, linked to illness or an accident at work. Those who already have a marked expertise can also opt for document analysis.

CHECK THE MAIN TIPS:

1. Keep the Cnis (INSS registration) updated, with correct address, phone number, name and CPF; failure in this data prevents the granting
2. Send the medical certificate on time: the document must be less than 30 days old from the date issued by the doctor
3. The certificate cannot have erasures and must be in legible handwriting. It must also contain: ICD (International Classification of Diseases), name and CRM (registration with the medical board) of the physician, reason for leave and period for the start and end of rest
4. Ask the doctor for a report that exposes the severity of the disease and details why you should stay away from work
5. If it is necessary to undergo a face-to-face examination, have, in addition to the certificate and the medical report, exams that prove the disease and the report that shows that you are not able to return to work
