INSS: agencies will receive certificate for sickness benefit – 10/23/2023 – Market

From this Monday (23), INSS (National Social Security Institute) agencies will receive a medical certificate for sick pay requests through the Atestmed service, without the need for prior scheduling.

The measure is in ordinance 1,173, published in an extra edition of the Official Gazette of the Union on Friday (20), and is temporary. The objective is to reduce the institute’s medical examination queue, with around 640,000 insured people in September, according to data from the Social Security Transparency Portal.

To be covered, the insured must have the correct documentation. The documents required are personal identification, in addition to a medical or dental certificate, report or report. The service will be carried out through the application protocol.

The certificate must have:

• Full name
• Date of issue
• Full diagnosis or ICD code (International Classification of Diseases)
• Signature of the professional, which can be electronic and must comply with current regulations
• Identification of the doctor, with name and registration with the class council (Regional Council of Medicine or Regional Council of Dentistry), with the Ministry of Health (Ministry of Health Registry), or stamp
• Start date of rest or withdrawal from usual activities
• Time required for recovery, preferably in days (this date can be an estimate)

The server or employee of the agency who performs the service will make a copy of the documents and register the request for sickness benefit through the Meu INSS application or website, without the need to schedule a medical examination. The insured will receive the protocol of their care.

The forecast is that, after document analysis, the aid will be granted within 15 days. If necessary, an examination will be scheduled.

A medical examination will also be scheduled if the request for assistance is due to a work accident or occupational illness.

Anyone who does not take all the documents or brings some documentation with errors will be instructed to return home and look for the Social Security agency on another day, with the correct documentation in hand.

Simplified access

In addition to the possibility of requesting sickness benefit directly at the Social Security agency without the need for an appointment, requesting assistance through Meu INSS has also been simplified.

Since last week, it is no longer necessary to have a password for the Gov.br portal to access the application or website and make this type of order. For other services, registration with Gov.br is still required.

In Meu INSS, the insured person can request assistance by providing their name, CPF (Individual Taxpayer Registration Number) and date of birth. To do this, on the home page, simply click on “Request Disability Benefit”.

It is also possible for policyholders with a scheduled in-person exam to anticipate the analysis by Atestmed. To do this, they must go to the website and send the certificate and documents.

In a note, Social Security states that the measures to release sick pay remotely, without the need for an expert examination, led to an initial reduction of 5.7% in the queue in August, but says that “it is still too early to analyze the results more complete.”

The changes in the release of aid through Atestmed have displeased medical experts, represented by the ANMP (National Association of Medical Experts). For them, the measure goes against medical ethics and the number of frauds could rise.

Social Security disagrees. “The documentary analysis carried out on the occasion of Atestmed consists of carrying out a data conformation between the application presented and the conditions established in the regulatory act of the measure, without even being a medical act itself”, says Social Security.

RULES for requesting ILLNESS AID

• Be insured
• Have at least 12 social security contributions made before the month of leave (this rule does not apply to work accidents and serious illnesses)
• Medical certificate proving the need to be away from work for more than 15 days
• In the case of serious illnesses or accidents, no waiting period is required, but the worker must be insured.

HOW TO MAKE A REQUEST FOR SICKNESS AID DISTANCE

• Access the My INSS app or website
• Enter your CPF and then your Portal Gov.br password, if you have one.
• Click on “Request disability benefit”
• Anyone who does not have a Gov.br password must click on “Request disability benefit” and enter name, CPF and date of birth
• If the examination is already scheduled, the appointments will appear on the next page
• Click on “New application” both for those who are making a new request and for those who already have a medical examination scheduled
• Go to “Disability Benefit (Sickness Benefit)” and then to “Aware”
• Read the information on the screen and click “Next”
• On the next page, enter personal data, such as CPF, telephone number, address and email
• Choose “Yes” to track the case number via application, email or Telephone Center 135
• Indicate whether you are self-employed or employed by a private company (in this case, you must inform the date of the last day of work and the company’s CNPJ)
• Scroll down the page and click the plus sign
• Include your documents, such as certificates and medical reports, in addition to personal documents
• After each addition, click “Attach”, then “Next”
• Then, indicate the zip code of your residence so that the INSS agency closest to your home can be chosen.
• Check the information that appears on the screen, click on “I declare that I have read and agree with the information above” and click “Next” again
