The Minister of Finance, Fernando Haddad (PT), said that confusing tax laws are often made on purpose to benefit specific lobbies that act in the National Congress.
“The confusion [tributária] it is often on purpose. The law is deliberately approved in a confusing way because of a lobby that will act continuously in the Judiciary to say that the correct thesis is his”, he evaluated in a speech at the opening table of the 7th Congress of Tax Litigation, which takes place this week in Brasília .
The event is organized by the PGFN (Attorney General of the National Treasury), a body that was praised by Haddad in his speech for being part of the minister’s plans to increase government revenue.
“We are very hopeful of better days for our country and we know how important this career is for the reconstruction [do país]”, pointed out the minister, who recalled the judgment of the STJ (Superior Court of Justice) that prohibited the inclusion of ICMS tax incentives in the calculation basis of the IRPJ and CSLL.
With the victory, the Union expected an increase of around R$ 90 billion in federal revenue.
Haddad also highlighted tax reform in his speech. The project is in the focus of the Treasury after the approval in the Chamber of Deputies of the rules of the new fiscal framework.
The Treasury’s expectation is that the tax reform will be approved in the first half of the year in the Chamber of Deputies.
