Haddad says government released R$ 50 billion for renegotiation in Desenrola

Desenrola Brasil Program, which makes it possible to renegotiate debts, began operating this Monday

Finance Minister Fernando Haddad said this Monday (17th) that the government released R$50 billion in presumed credit for the first phase of Desenrola Brasil, a federal government program that will make it possible to renegotiate debts.

“We released BRL 50 billion (in presumed credit) for the banking sector to carry out renegotiations, in the financial balance sheet system. The incentive for the bank is to have the renegotiation value as presumed credit with the government. If the discount for individuals is BRL 7,000, the credit for the bank will be BRL 7,000”

said Haddad, at a press conference at the ministry’s headquarters.

The program began operating this Monday. The expectation is that the renegotiations will benefit up to 70 million people.

The program will run in three steps. The first two are already valid from this second: the extinction of bank debts of up to R$ 100 and a stage of renegotiation of bank debts for track 2 of the program. The range includes those with a monthly income of up to R$ 20,000 and renegotiations can be made between customers and financial institutions.

Brazilians with debts registered until December 31, 2022 and that are active can participate in Desenrola. Debtors will have 12 months to pay.

In the case of individuals who have bank debts of up to R$100, they will automatically have a clean name. The debt will not be discharged, but the name of the creditor will be removed from the list of defaulters. With that, the restrictions fall, and the person can, for example, get credit again or make a rental contract. According to the government’s ordinance, banks will have 30 days to write off their debts.

As a stimulus to renegotiations, the government offers regulatory incentives to financial institutions to increase the supply of credit.

Among the banks that will participate in the program are the five largest in the country: Itaú Unibanco, Santander, Bradesco, Banco do Brasil and Caixa. NuBank has not yet joined. The Brazilian Federation of Banks (Febraban) advises that, if the bank with which the creditor has debts is not registered, he should try to renegotiate his debts anyway or carry out the portability of the debt to another institution.

Renegotiation is exclusive for debt discharge, without the possibility of change. The following debts will not be covered:

• rural credit;
• guaranteed by the Union or a public entity;
• that do not have the credit risk fully assumed by financial agents;
• with any type of provision of public resources;
• with any interest rate equalization by the Union.

In the case of retailers and basic service companies, such as water and electricity, the decision to withdraw small debt from the defaulter register is voluntary on the part of the creditors.

The third stage, which encompasses track 1, will only begin in September, with the adhesion of debtors with income of up to two minimum wages, R$ 2,640, or enrolled in the CadÚnico and with financial debts whose amounts do not exceed R$ 5 thousand. The range accommodates defaulting consumers after January 1, 2019.

Debts of rural credit, real estate financing and with real guarantee will not be contemplated.

In the case of this group, the government set aside R$7.5 billion.

“We contribute an amount of resources for the guarantee, which is already reserved in the budget and may even have to be supplemented if the success of the program is greater than what is being imagined at the moment”

said the minister.

“We are estimating BRL 7.5 billion in guarantees alone, which could mean canceling a debt four times that amount. This is the preliminary estimate of the program.”

, added the minister. Therefore, the value of renegotiated debts could reach R$ 30 billion, in the minister’s calculations.
