Government seeks to reduce influence of governors in MCMV – 05/31/2023 – Market

The federal government managed to prevent 60% of Minha Casa Minha Vida resources destined for idle works, retrofit and undertakings in cities with less than 50,000 inhabitants from staying with the states and municipalities.

The prediction was in a preliminary version of the report by federal deputy Fernando Marangoni (União-SP) and displeased the federal government. In a meeting between the parliamentarian and the Minister of the Civil House, Rui Costa (PT), it was defined that the value would be 5% of the total reserved for the three purposes.

The device, already endorsed by the Planalto Palace, is one of the novelties in Marangoni’s report, which was anticipated by the Sheet.

Planalto’s concern was that a large part of the program’s money would end up in the hands of the governors, which includes two names mentioned as competitors in the 2026 presidential race, the representatives of Minas Gerais, Romeu Zema (Novo), and of São Paulo, Tarcisio de Freitas (Republicans).

Marangoni included the possibility of fund-to-fund transfers to relieve the Caixa Econômica Federal and thus speed up the processes. “If you channel all production there, we saw that it delayed many projects and that we could be more agile. So [a ideia] is to open, bringing a menu, besides the traditional production, other production possibilities”, he explained to Sheet in an interview last week.

The report was presented at the joint committee that analyzes the text this Wednesday (31) and should be voted on Thursday (1) after a request for a collective view. The session was not closed, which means that deputies and senators who registered their presence on Wednesday will be able to vote remotely the next day.

If approved by the commission, the text needs to be approved by the plenary of the Chamber of Deputies and then by the Senate by mid-June so that it does not lose its validity.

Marangoni significantly changed the project sent by the government, which was 16 pages long. The substitute has 49 pages.

Among the novelties brought by the rapporteur are the readjustment in the value of the works even after they have been started. Before, the amount was not corrected for inflation, which in the parliamentary view led builders to abandon undertakings.

Another innovation is encouraging the production of units closer to urban centers with urban infrastructure in the surroundings.

In addition, the projects will need to have measures that increase environmental sustainability and, consequently, bring relief to residents’ bills.

This is possible, for example, with the use of solar panels in projects, which improve the energy matrix and reduce the beneficiaries’ electricity bills.

To arrive at the report, the mixed commission of Minha Casa, Minha Vida organized ten public hearings in all regions of Brazil. The text needs to be voted on tomorrow so that the Senate has enough time to analyze the project.

The MP expires on June 14 and took a while to start being analyzed because of the impasse between the mayors of the Chamber, Arthur Lira (PP-AL), and of the Senate, Rodrigo Pacheco (PSD-MG), on the procedure for this project type.
