Government leaders ask for postponement of the LDO vote

Leaders of the Lula government in Congress asked this Monday (11) to postpone the vote on the Budget Guidelines Law (LDO) in the Mixed Budget Commission (CMO). The analysis of the proposal is scheduled to take place this Tuesday (12). However, government leaders in the Senate, Randolfe Rodrigues (Rede-AP), and in the Chamber, José Guimarães (PT-CE), argued that there is a lack of understanding on some points of the text, such as the inclusion of System S in the Budget and the increase in mandatory amendments.

They ask that the LDO be discussed in the collegiate by the end of this week and analyzed by the Congress plenary next week. “There are devices that advance the attribution of Executive Power. The problem is not even the timetable for commitment, but the execution and reduction of the government’s budgetary margin will bring difficulties. We are going to exhaust the dialogue with rapporteur Danilo Forte”, said Randolfe.

“Corrections must be made because this format is a disservice to the Republic”, criticized Guimarães. A new meeting with Chamber leaders is scheduled for this Tuesday (12). The current LDO report, prepared by deputy Danilo Forte (União- CE), provides that the government is obliged to execute committee amendments. Currently, these amendments are not mandatory.

Furthermore, the rapporteur intends to include the expenses of System S – formed by Sesc, Senai and Sesi – in the Budget. The measure could remove around R$40 billion from the federal government, as System S expenses and revenues would be included in the calculations of the fiscal framework. Forte argues that inclusion is necessary to provide transparency to resources. According to the rapporteur, there will be no withdrawal of resources from employer unions.
