government creates platform for companies

Public, private and third sector companies will be able to submit information to the federal government about greenhouse gas emissions generated by their businesses. They can because it is a voluntary model, whose proposal is to have a robust database of the sector and accelerate de-bonding in the country.

Reports must be verified by an independent audit, follow international methodologies and include emissions in Brazilian territory. The data is collected through the National Emissions Registration System platform, or “Sirene Organizacionais”. The site started to be developed since 2018 and is available now.

The tool is free. The user must register and there will be a deadline for submitting reports. Inventories will be received in the second half of each year.

The information will only be available for viewing on the platform after validation. It will be possible to query and export data in different extensions.

The platform was developed by the Ministry of Science, Technology and Innovation (MCTI) and launched during the United Nations Climate Change Conference (COP 28), in Dubai.

For its creation, the experience of initiatives already developed in Brazil were considered, such as the systems adopted in the states of São Paulo and Rio de Janeiro, where reports are mandatory. It was launched at COP 28.

“As more companies adopt this exercise, more reliable data is produced to accelerate the decarbonization of the economy and achieve Brazilian mitigation goals,” stated minister Luciana Santos.

According to the ministry, the data could contribute to the implementation of the regulated carbon market, as it will require a series of government measures, including the definition of methodological bases, and a measurement, reporting and verification system ( MRV), such as the inventories that will be issued on the platform.

“We need data, data and data”, highlighted the climate manager at the National Confederation of Industry (CNI), Juliana Falcão, who participated in the launch.

“There is a need for a consolidated database to make decisions for the market itself [de carbono]. You can’t define it without having numbers,” she explained. “We understand that Sirene [Organizacionais] It is the first stage of this process”, he added.
