Government announces program to make popular cars cheaper with a discount of up to R$ 8 thousand

The federal government announced this Monday (5) the beginning of the temporary program to reduce the price of cars and to encourage the renewal of the fleet of trucks and buses with more than 20 years of use. The measure was announced by the vice president and minister of Development, Industry, Commerce and Services (MDIC), Geraldo Alckmin, and by the minister of Finance, Fernando Haddad.

The program was designed to cost BRL 1.5 billion, BRL 500 million for passenger cars and BRL 1 billion for replacing buses and trucks. In a note, the MDIC informed that the initiative will end when the available resources run out (R$ 1.5 billion).

The government must anticipate the return of the federal tax, which was scheduled for January, on diesel oil to finance the measure. Within 90 days, of the R$ 0.33 tax per liter of diesel, R$ 0.11 per liter will be charged again. The remainder will return in January.

Discount will be direct to the consumer

The initial idea of ​​reducing prices via PIS/Cofins and IPI rebates was discarded by the Ministry of Finance. With that, the discount will be direct to the consumer. “In the case of cars, the discount ranges from R$2,000 to R$8,000; in trucks and buses, from R$ 33.6 thousand to R$ 99.4 thousand. Such amounts will be deducted at the time of purchase from the dealership,” said the folder.

The ministry pointed out that the amount that the dealership fails to receive will be covered by the automaker, which will reverse the amount in tax credit. This credit can be used to pay taxes or make deductions in future declarations.

“Measure for the automotive sector is transitory, for 4 months, until the interest rate drops. Measure had social criteria, cheaper car will have bigger discount. Car that is less polluting will have bigger discount. Measure considers industrial density of national components, which generate jobs,” said Alckmin.

The criterion for defining the discount for cars was applied to vehicles with a market value of up to R$120,000, resulting in discounts ranging from R$2,000 to R$8,000 for new cars.

“There may be other discounts, at the sole discretion of automakers and dealerships. The limit of up to R$ 120,000 reaches about 45% of the available models”, pointed out the ministry.

Discounted car sales will be exclusive to individuals in the first 15 days, a period that can be extended for up to 60 days, depending on market response.

The MDIC reported that in the case of new trucks and buses, the scheduling of discounts followed “only the price criterion, and in inverse proportion to that used in cars, that is, discounts increase as vehicles become more expensive”.

The person or company interested in participating in the program will have to deliver a truck or bus over 20 years old for scrap.

“The delivery of old vehicles to scrap metal should bring additional gains to the industry, including a drop in the price of the raw material used by foundries. As in the case of cars, here there will also be an exclusive period of sales with a discount for individuals, limited to two weeks”, highlighted the portfolio.
