Gleisi and Lindbergh launch campaign for the rich to pay tax – 08/30/2023 – Mônica Bergamo

PT president Gleisi Hoffmann (PR) and federal deputy Lindbergh Farias (PT-RJ) are leading a petition in defense of the provisional measure (MP) that taxes income from exclusive funds, of the so-called “super-rich” , and the bill that taxes offshore companies. Both are authored by the federal government.

Entitled “Poor in the Budget and Rich in the Income Tax”, the undersigned was placed in the air by Lindbergh this Wednesday (30). A manifesto that accompanies the collection of signatures states that President Luiz Inácio Lula da Silva (PT) won the elections defending the agenda, but that he has encountered resistance from the National Congress.

“We need to help the Lula government to remove the burden of taxes on the poorest and make more social programs for those most in need”, says the text.

Gleisi and Lindbergh also recorded a video together in which they defend the government’s initiatives and praise the Minister of Finance, Fernando Haddad.

“These proposals sent by Minister Haddad do tax justice and social justice. Today, the worker starts paying income tax from R$ 2,640. And these millionaires, billionaires do not pay the tax”, says the president of the PT, who also is a federal deputy.

“It’s not fair to Brazil and our development. That’s why it’s very important that you help us put pressure on here, because there’s a lot of resistance to doing tax and social justice through taxes in Congress”, says Gleisi, in the video.

The support of the PT president and Lindbergh contrasts with previous criticisms made by the two of proposals by the Ministry of Finance. In April of this year, for example, the deputy even compared the fiscal framework with the attempted demonic pact described in “Grande Sertão: Veredas”, by Guimarães Rosa.

In the video recorded together with Gleisi, Lindbergh warns about possible difficulties the government has in obtaining approval from the Legislature for the definitive implementation of the measures.

“It will be a struggle to approve it here, there is resistance in Congress. We are calling on you to participate in a major mobilization, to make a petition so that we approve these projects”, says the federal deputy.

The provisional measure on exclusive funds and the bill aimed at offshore companies seek to obtain new revenues and, according to the government, correct distortions in the legislation. Part of the resources will be used to offset the expansion of the Income Tax exemption range.

Exclusive funds are millionaire investments in applications such as stocks or fixed income. Offshores are companies opened outside the country of residence, usually in tax havens, where taxation is reduced or null, such as the Cayman Islands. Both can be used to avoid tax payments.

The taxation of funds takes effect immediately, since provisional measures have the force of law and must be approved within 120 days by Congress in order not to lose their validity.

The Lula government argues that the new rules are intended to make the tax system more equitable and transparent. According to the Ministry of Finance, the MP will “level the playing field between different forms of investment”.
