After hosting governors Tarcísio de Freitas (SP) and Eduardo Leite (RS) at Favela Power, an annual meeting that brings together 1,000 leaders from 6,000 Brazilian favelas, Gerando Falcões plans to expand partnerships with other state governments.
In addition to the protocols of intent signed this week with SP and RS to incorporate Gerando Falcões actions into state public policies, Edu Lyra, founder of the NGO, says he has already opened dialogue with the governments of Pernambuco, Ceará and Goiás.
“This was the third edition of Favela Power, which is an event with our internal audience of favela leaders, but we want to transform it into a stage to sign agreements with governments. We started in SP and RS as a showcase for the capacity of resources and execution, but the intention is to expand”, says Lyra.
He states that the idea is to scale up the experience of Gerando Falcões to make public policies more appropriate from the point of view of the eight vectors prioritized by the NGO: decent housing, urbanism, health, education, culture of peace, female empowerment, training and generation income.
“It’s the governments understanding that the favela can demand its own public policies. It doesn’t make the slightest sense for a group within a cabinet, disconnected from the front, to create a public policy. It doesn’t change anyone’s life. Here is the representation of the front really speaking to governments,” he says.
According to Lyra, the movement can attract federal government, municipalities and private sector ESG efforts.
“We also want to go beyond Gerando Falcões and have many other NGOs in the execution to replicate Favela 3D. We are going to donate all the software, digitization system and knowledge management”, he says.
