Framework: A third of Bolsonaro’s party will support – 05/16/2023 – Market

The president of the PL, Valdemar Costa Neto, said this Tuesday (16) that part of the party’s bench in the Chamber of Deputies should vote in favor of the new fiscal framework.

In an interview with GloboNews, he estimates that close to a third of the bench should support the Luiz Inácio Lula da Silva (PT) government proposal. Largest opposition party, the PL has 99 representatives in the House.

The leader of Jair Bolsonaro’s (PL) party said that “the majority [da legenda] votes against, but there will be a part that will vote with the government”.

The proposal requires an absolute majority of favorable votes, that is, more than half of the members of each House. That means at least 257 votes in the House and 41 votes in the Senate.

The president of the PL affirmed that “Lula’s matters” of public interest will have the support of the party, but that the party will be “100% opposition in the ideological part”.

Regarding what he called the “governmental part”, the politician stressed that there are several parliamentarians who depend on the Executive because they come from states that are more dependent on the resources of the Union Budget, mainly from the Northeast.

“If he [deputado federal] not take a grant to his state, he has no way out, he is dead [politicamente]”, said Costa Neto.

“So, when it comes to ideological matters, they will vote with us, they are from the right. Now, when it comes to matters in their area, of interest to them, they will be able to be released.”

Rapporteur of the proposal, Deputy Cláudio Cajado (PP-BA) hopes for an agreement between the leaders in the Chamber and the government so that no highlights, amendments or vetoes are made to his report. If they are made, the rapporteur said that this will not prevent or hinder if there is “a general understanding with some other position”.

Cajado predicts the approval of the emergency regime this Wednesday (17th) and the fiscal framework next week, on the 24th. At Lula’s request, the deputy left Bolsa Família and the wage appreciation policy outside the limitations of the new regime Minimum.

“We talked with the government, it adjusted and agrees with the text. We talked with the benches, center, right and left. It was exhausting, but the text as a whole represents consensus”, pondered Cajado.

The expectation of the deputy is that there will be no difficulty in the approval. Jokingly, he asked for the same vote that the mayor, Arthur Lira (PP-AL), received for re-election in charge of the House, with 464 votes.

Cajado also said that he did not receive guarantees from the federal government that there would be no veto. “I’m making this request. If I’m contemplating all the demands, why would there be a veto?”

The Minister of Finance, Fernando Haddad (PT), said he was also satisfied with the situation of the Bolsa Família, which will require a bill for readjustments above inflation if the fiscal target is not met.

“Bolsa Família is a mandatory expense, so it is preserved. If the government sends a proposal for an adjustment, it is very difficult for Congress to refuse it because it is the poorest layer of the population”, he opined. “But that won’t be necessary because the government will do its part [e respeitar a meta fiscal] “, concluded Haddad.

The minister praised the report presented by Cajado and said that the challenge now is “to approve the framework with a large margin of voting to give consistency to the country’s fiscal regime”.

Afterwards, he participated in a meeting with leaders and deputy leaders of the base. In the end, the leader of the government in the Chamber, José Guimarães (PT-CE), assured that there is a government commitment not to veto points of the text and that there is an orientation for the base parties not to present highlights or amendments.

According to the government leader, only two parties —PL and Novo— are still evaluating how they will vote on the project.

The president of the Senate, Rodrigo Pacheco (PSD-MG), said this Tuesday that the proposal “is evolving very well”. “The conversations I had today with deputy Aguinaldo Ribeiro (PP-PB), deputy Elmar Nascimento (União-BA), [indicam] everyone is very optimistic about the approval.
