According to Lula, in the next few days, the government should officially launch Desenrola, a program for renegotiating individual debts that aims to boost consumption in the country. In 2009, during his second term, the president launched a program that reduced the IPI Tax on Industrialized Products (IPI) on four items in this category: refrigerators, stoves, washing machines and six-packs. At the time, the Ministry of Finance, headed by Guido Mantega, granted IPI reductions over a period of three months, in the following scheme: the tax on refrigerators fell from 15% to 5%; the tax on stoves dropped from 5% to zero; the tax for washing machines dropped from 20% to 10%; and the tax for tanquinhos dropped from 10% to zero.
