Business associations that represent sectors excluded from the list of beneficiaries of the tax exemption provided for by Perse (Emergency Program for the Resumption of the Events Sector) plan to go to court if the provisional measure that deals with the subject is approved as it is.
Published at the end of December, still under the Bolsonaro government, the MP amended the Perse law to reduce the airline industry tax rate to zero by 2026.
The text also supported an ordinance, made by the extinct Ministry of Economy, which excluded some segments, such as bars and snack bars, from the list contemplated with the emergency program tax exemption.
Paulo Solmucci, president of Abrasel, says that the sector has not yet fully recovered from the pandemic losses. “We are choosing categories of winners and losers. The restaurant sector was contemplated, but the bars were withdrawn. I think that judicialization is a natural path”, he says.
Doreni Caramori, president of Abrape (which includes the Center for Northeastern Traditions), also complains. “As it stands, it could give rise to new, even more restrictive ordinances. And, if this is not corrected, it will be a rain of lawsuits”, says Caramori.
On Monday (27), deputy José Guimarães (PT-CE) presented his report, in which he rejected the amendments proposed by other parliamentarians who asked for the inclusion of bars, snack bars and nightclubs in the benefit.
