In January 2023, President Luiz Inácio Lula da Silva (PT) had extended the PIS/Cofins exemption on diesel until December 31st. But the charge was brought forward to finance the federal government’s new car discount program. The program was launched at the beginning of June and its source of resources was the re-encumbrance of diesel by R$0.11 from September. Afterwards, the government announced another R$300 million for the program with an increase of R$0.02 per liter of diesel in October. Compared to the beginning of the month, it was an increase of R$0.09 per liter — almost the full value of the tax increase for diesel sold at the pump. Petrobras, the company that produces the most fuel in the country, did not increase prices during this period. The last adjustment was in August. In May, Petrobras changed its pricing policy and no longer considered only the price value of oil — subject to market fluctuations. However, more than 20% of the diesel consumed in Brazil is imported. Furthermore, private refineries, such as Mataripe, in Bahia, charge prices in line with the international market.
