The Minister of Finance, Fernando Haddad (PT), announced this Friday (29) the last stage of the Desenrola Brasil program, which could reach up to 32.3 million negative CPFs.

From October 9th, anyone with debts of up to R$20,000 (in updated values) will be able to renegotiate their debts at a discount and clear their name. This stage is aimed at renegotiating debts of people who earn up to two minimum wages or who are registered in the CadÚnico (Cadastro Único) for federal government social programs.

In total, 654 companies with negative bank and non-bank debts participate in the discount auction for this phase of Desenrola — such as electricity, water, retail and education bills.

Anyone who agrees to renegotiate the debt through the program will have their name automatically cleared within five business days — time for the banking institution to inform that the debt has been negotiated.

According to Haddad, the average discount offered by creditors is 83%. A debt of R$5,000, for example, drops to R$259 and can be paid in installments with a Treasury guarantee.

Companies in the education, electricity and sanitation sectors offer discounts of over 90%.

Haddad stated that R$126 billion in discounts will be offered, representing 83% of the total debt (R$151 billion). The net value of the debt to be renegotiated is R$25 billion.

To renegotiate Desenrola Brasil debts, you must first register on gov.br. Haddad recommended that interested parties register with the government to be able to access the renegotiation platform from the first day of the new stage of the program.

How to register on gov.br

  3. Enter your CPF and click “Continue” to create or change your account
  4. Fill the form. Your data can be validated at the Federal Revenue or INSS

Registration can also be carried out at an INSS agency or at Senatran posts.


The program allows the debtor to pay the debt in up to 60 installments, subject to a minimum value of R$50 in each installment.

Discounts are personalized for each of the more than 32 million CPFs. The maximum interest rate that each banking institution can charge in installments is 1.99% per month.

“Banks will be able to compete, and debtors will be able to choose the best interest rate through the gov.br platform. With the Selic falling, consumers will be able to refinance their debts with even lower interest rates,” said the minister.

Debts of up to R$5,000 will be guaranteed

The priority for renegotiation with the guarantee of the Operations Guarantee Fund will be for debts with an updated value of up to R$5,000, which can be renegotiated in cash or in installments.

Debts that do not have access to guaranteed financing can be paid on the platform, in cash, with the discount offered by the creditor. Around 12 million debtors are in this situation.

By accessing the Desenrola platform, which is yet to be launched. Debtors will have access to all debts that they can renegotiate and will be able to choose which bank they want to make payment through. A list will show the institutions, informing what interest rate will be charged monthly in installments.

Creditors will be able to contact debtors to inform them that they are part of the program. Recognition of the debt by the customer can only be done within the gov.br platform to avoid scams.

Through Desenrola, the consumer stops owing money to companies and starts paying the debt directly to the bank. The creditor receives payment of the debt in cash.

Haddad stated that the federal government will carry out a huge advertising campaign so that debtors are aware of the program, know how to live and negotiate their debts to return to consuming with a clean name.

The minister stated that the Senate will approve the Desenrola project this Monday (2), for approval by President Lula the following day, when the MP (provisional measure) that created the program expires.

The CAE (Economic Affairs Committee) of the Senate approved the project this Thursday (28). The rapporteur, senator Rodrigo Cunha (Podemos-AL), gave in to pressure from the Ministry of Finance and maintained the text of the Chamber of Deputies. The Desenrola project also includes a limit on interest on revolving credit cards.

The approved text gives 90 days for the financial system institutions themselves to define an interest level for the revolving and for the installment payment of the overdue card bill.

The installment plan is automatically activated 30 days after the customer falls into revolving credit due to not having paid the card bill in full.

If there is no approval from the CMN (National Monetary Council) during this period, the ceiling limiting the debt to double the original amount will apply.

In August, the average interest rate charged by banks to individuals on revolving credit cards was 445.7% per year, according to data released by the Central Bank last Wednesday (27).
