Congress approves 9% readjustment to civil servants – 04/26/2023 – Market

The National Congress approved, this Wednesday (26), the readjustment of 9% for federal servants. The new values ​​are already valid in the month of May and are accompanied by another R$ 200 in food vouchers.

The cost of the measure for the public coffers will be R$ 11.2 billion, an amount already foreseen in the Annual Budget Law (LOA). According to the government, a relocation was made in personnel expenses to dispense with the need to change the number even after negotiations with the servers.

The government initially offered an 8.4% readjustment starting in April – which had displeased entities affiliated with the national forums for public servants, who spoke of “total frustration”. After pressure, the negotiation advanced until reaching 9% – without retroactive payment. The value of the food allowance for those who are active, with the correction, will increase to R$ 658.

“I thank Congress for the sensitivity in approving PLN 2/2023 that authorizes readjustment of federal employees! Now we will put into practice the agreement reached at the Negotiating Table, the 1st since 2016!”, said the Minister of Management, Esther Dweck, in her Twitter.

The readjustment was a promise of the Lula government. In his first interview in office, Dweck had already stated that he planned to do so by April.

The percentage, however, is below the 35% calculated by the categories as necessary to compensate for the accumulated lag in the management of Jair Bolsonaro (PL), who conditioned more social spending in the pandemic to the containment of expenses with civil service.

The adjustment is also lower than the 27% claimed by Central Bank employees in 2022, when they pressured the federal government with a strike that lasted from April to July, with a brief two-week break during negotiations.

“The servers deserve some readjustment, but it will hardly be to compensate for all this loss”, said Dweck to Sheetin February.

The movement of BC servants last year was part of the national mobilization of civil servants for salary readjustment and career restructuring. The pressure began after then-president Jair Bolsonaro (PL) waved an increase only to federal police officers, a category that makes up his support base.

The government’s original proposal was a linear readjustment of 7.8%, also accompanied by an increase of BRL 200 in food allowance, offered at a negotiation table held in February. Civil servants, in turn, asked for the application of a linear percentage of 13.5% as of March.

After pressure, the government presented the proposal of 8.4% and, in the absence of an agreement, offered 9%, which was accepted by the servers, together with an addition of R$ 200 in the food voucher.

The servers had not been readjusted since 2017, during the Dilma Rousseff (PT) government. In addition to the uncorrected hiatus, pressure on the government has also been increased by recent readjustments to executive and congressional employees.
