Companies await definitions of the new Minha Casa Minha Vida – 04/28/2023 – Market

After the signing of the provisional measure that reestablishes the Minha Casa, Minha Vida program, the topic continues to be discussed. This Wednesday (26), there was a public hearing in the Senate. Despite already having the force of law, the sector is still waiting for the program.

“In a maximum of 120 days, the National Congress must debate and approve the MP so that it remains in force, being able to propose changes in the legal text. If Congress does not act in this sense, the measure will lose its effectiveness, it is still a scenario of uncertainty” , says lawyer Mariana Chiesa, partner at Manesco, Ramires, Perez, Azevedo Marques Sociedade de Advogados.

In this reformulation, the main focus of the government is on families with lower purchasing power, within range 1, with the increase in the limit from R$ 1,800 to R$ 2,640.

The program now encompasses the environmental bias and provides for the possibility of funding technologies that reduce energy and water consumption.

“There are still assumptions that different species of trees will be listed to compose the landscaping of the developments depending on the region, as well as mandatory balconies. However, these are conditions that were not made official in the provisional measure”, says Paulo Antonio Kucher, commercial vice president from LYX Engineering.

He considers that environmental issues will not be a problem, since in order to start construction it is necessary to have licenses and projects that prove the conservation or restoration of protected native vegetation.

The provisional measure cites the need for housing closer to urban centers. Experts consider it to be a good alternative, as it relieves the road system and reduces pollution, but its economic viability is questioned due to the prices of land in these regions.

Pedro Donadon, CEO of Grupo ADN, says that the company is studying projects in range 1 and is waiting for new regulations in ranges 2 and 3. For this year, the company intends to launch 15 projects.
Since 2019, ADN developments already have some of the requirements of the new program, such as a balcony.

Alex Lima, superintendent of BRZ Empreendimentos, says that, of the 17 projects that will be launched this year, 15 have a balcony, but considers that it is necessary to have more details on the issue of solar heating. “There is an extra cost and this product is usually available in medium and high standards”, he says.

He guarantees that the company already has a strong eye on ESG practice, with the Blue Seal certificate from Caixa, which deals with sustainability in construction and delivery in the leisure area.

The increase in income from lanes led CTV Construtora to look for better-located land with greater urban infrastructure.

“We have two launches planned for the next few months in the north of Rio. They have a large leisure area, elevator and plans for two bedrooms with a balcony that fit the program”, comments Priscila Assumpção, CEO of CTV Construtora.

Construction company Tenda, in turn, reported that it sees the proposed new program as positive.

“We believe that these are movements that encourage and facilitate access to housing”, says Daniela Ferrari, Tenda’s regional director.

The executive also said that she is aware of the new range 1 is relevant for the company, which focuses on offering solutions and products to low-income families.
