Commission approves payroll exemption for another four years

The Senate Economic Affairs Committee (CAE) approved, this Tuesday morning (13), the bill that extends for another four years the exemption from the payroll of 17 sectors of the economy, which would expire at the end of this year. The text still needs to go through a second vote before being sent to the Chamber of Deputies.
If approved, the benefit will be valid until 2027 and allow companies to pay rates from 1% to 4.5% on gross revenue instead of 20% on the payroll. The instrument was instituted 12 years ago for sectors that employ most Brazilians, such as clothing, civil construction, communication, automakers, among others.
On the other hand, to compensate for the exemption, the project also extends for the same period the 1% increase in the Cofins-import rate, which would also expire at the end of this year.
In addition to the sectors of the economy, Senator Angelo Coronel (PSD-BA), rapporteur for the project, added a paragraph that determines that municipalities with a population of less than 142,600 inhabitants have the rate of the social security contribution on the payroll reduced from 20 % to 8%.
According to the senator, the measure could benefit 3,000 municipalities, which account for 40% of the Brazilian population.
