The commanders’ position will serve two purposes: send an internal message to active duty military personnel that they need to step back from politics; and also a signal that they want to turn the page and inaugurate a new relationship with the Lula government. The investigators have already identified military personnel, including those on active duty, who participated in the vandalism at the headquarters of the Three Powers. The formal purpose of the meeting is to present priority projects for each force to the president. During the presentation of commanders to Lula, the president asked that, within 30 days, each Force present a strategic development plan. On January 8, the Minister of Defense, José Múcio Monteiro, suggested that Lula advance the meeting, since the plans were already ready.
