So let’s look, but maybe there are negotiations to be done”, declared Braga to journalists. In 2020, in the Bolsonaro administration, a law eliminated the quality vote and started to favor taxpayers in Carf trials. The measure contributed to reduce the collection of taxes and federal contributions and worsen public accounts. The government of President Luiz Inácio Lula da Silva resumed the casting vote in favor of the Treasury. According to the economic team’s initial calculations, the federal government could raise up to R$ 50 billion with the changes proposed in Carf. However, it closed an agreement this week with the Brazilian Bar Association (OAB) providing more beneficial conditions for companies, eliminating the incidence of fines and interest to the taxpayer (provided that the principal amount is paid within 90 days). Small companies According to Robson Braga, however, another point that was being questioned about the changes in Carf had a positive signal from the Minister of Finance. According to him, Haddad informed that he will change, in the regulation of the Provisional Measure that deals with the matter, a rule that prevented companies with revenues of up to a thousand minimum wages from having access to the court, something that harmed micro and small companies. “We will wait for this regulation, which will come out in these days (…) The issue of micro and small companies, with this regulation, it seems to us that it solves it. We will evaluate the regulation”, declared Braga.
