CGU sees overpayment of almost BRL 2 billion in aid from the Bolsonaro government to taxi drivers and truck drivers in 2022

Audits by the Comptroller General of the Union (CGU) released this Friday (2) identified irregular payments of almost BRL 2 billion in aid paid by the Jair Bolsonaro government to truck drivers and taxi drivers in the second half of 2022. operationalization of these payments meant that 356,773 people received the installments without being legally entitled to the resources (see below the details of each program). When registering beneficiaries and making payments, however, the Bolsonaro government would have irregularly included 110,051 people in the Truck-Aid and another 314,025 in the Taxi-Aid. These numbers correspond, respectively, to 27.3% and 78% of the total beneficiaries of each program, according to the CGU. These people received up to R$ 7,000 each, without being entitled to the benefit. This, precisely in the period when President Jair Bolsonaro was trying to be re-elected. In both cases, as the payment of the aid has already been concluded, the CGU recommends the government to adopt two measures: the evaluation, together with Dataprev (responsible for generating payrolls), of irregular payments made to those who would not be entitled to the benefit; the adoption of “necessary measures” for the reimbursement of public coffers by these irregular beneficiaries. Taxi Driver Assistance In the case of Taxi Driver Assistance, according to the CGU, undue payments represent: 75% of the amount paid (R$ 1.395 billion of the R$ 1.84 billion paid in total); 78% of beneficiaries served (246,722 among the 314,025 who received). According to the audit, those people who received it were not entitled to the benefit, for example, because their driver’s license had expired or they were not insured under the general social security system. There were also people with irregular CPF, who were living abroad and even have a death registered in some government system. Truck Driver Allowance For Truck Driver Assistance, irregular payments identified by the CGU correspond to: 25% of the total amount paid (R$582.8 million of the R$2.32 billion disbursed); 27.32% of beneficiaries (110,051 of the 402,773 registered).
