In the month of Carnival, federal deputy Kim Kataguiri (União-SP) filed a bill in the Chamber to give the neighborhood of streets and villages blocked by popular festivities the power to decide on the holding of events.
According to the parliamentarian’s text, it would be necessary for at least 60% of residents to authorize or not the street party. And the consultation, digitally, would need to be done up to one month in advance, each household counting as one vote.
The project also establishes that city halls will have veto power in cases where residents authorize the celebrations.
“Although such parties have cultural value, there is an enormous inconvenience caused to residents and traders who, despite being severely affected, do not have at their disposal a popular consultation mechanism to give their opinion on the holding of such parties”, says Kataguiri in the text .
The only manifestations that would not need the authorization of residents would be political ones, to preserve the right to demonstrate, provided for in the Federal Constitution.
