Bolsa Família: report predicts R$ 50 more for breastfeeding women – 05/09/2023 – Market

The rapporteur of the MP (Provisional Measure) of the Bolsa Família in the mixed commission, deputy Dr. Francisco (PT-PI), proposed an additional R$50 per month for program beneficiaries who are breastfeeding. The original text provided for the bonus for each dependent between 7 and 18 years old and pregnant women.

Voting on the report in the joint committee is scheduled for this Wednesday (10). According to the rapporteur, the inclusion of lactating women is endorsed by the government of Luiz Inácio Lula da Silva (PT). The annual impact is estimated at BRL 229.67 million, an amount considered “not substantial”.

Another change that has the support of the Lula government, according to Dr. Francisco, is the maximum period of two years for adjustment of the benefit – originally, the text of the MP said that the period of two years would be “minimum”.

The Bolsa Família MP received 257 amendments from federal deputies and senators; the rapporteur accepted 43 of them. Part of the suggestions asked for the return of the payroll loan for Bolsa Família beneficiaries, as occurred in the Jair Bolsonaro (PL) government on the eve of the presidential elections.

The rapporteur considered, however, that the measure could make the beneficiaries indebted given the “state of vulnerability in which they find themselves”. Despite the authorization given at the end of last year, Caixa Econômica Federal had already suspended the possibility in January.

doctor Francisco only accepted that part of the BPC (Continued Provision Benefit) be used in payroll loans, limited to the percentage of 35% – compared to the 45% limit for INSS (National Social Security Institute) beneficiaries.

“We do not consider this permission right [de empréstimo] for families who receive the income supplement from the Bolsa, considering the potential indebtedness of these families due to the state of vulnerability in which they find themselves”, said the deputy in his opinion.

“On the other hand, we believe that the public served by the BPC can continue with the authorization to access this type of credit, but with a smaller margin – since they do not receive 13th as retirees and pensioners of the General Social Security System”, he added. .

The Bolsa Família program, a hallmark of Lula’s previous administrations, replaced Bolsonaro’s Auxílio Brasil. The changes were made through a provisional measure and now depend on approval by the National Congress. The deadline for voting on the MP ends on June 29.

Published on March 2, the measure defined a minimum amount of R$600 for registered families, an additional R$150 per child up to 6 years old, and an additional R$50 per dependent between 7 and 18 years old or pregnant woman. Families with a monthly income of up to R$ 218 per person can receive the benefit.

Last month, the average amount received per family was R$ 670.49, a record, according to data from the Ministry of Social Development.
