Alesp has a new Cannabis front – 05/16/2023 – Cannabis Inc.

Alesp (Legislative Assembly of São Paulo) returns to the discussion of the cannabis medicine with a new parliamentary front, which starts work on Wednesday (31), at 10 am. In the presidency, Deputy Caio França (PSB), author of the law that determines the distribution of derived products free of charge in the SUS (Single Health Service). Sanctioned this year by the governor of São Paulo Tarcísio de Freitas, PL 1180/2019 has not yet been implemented.

The novelty in the composition of this group is deputy Eduardo Suplicy (PT), who accepted the invitation to assume the vice-presidency. Respected figure and aggregator, the parliamentarian has been accompanying the progress of the sector and the work of patient associations in the last decade.

“Our goal is to ensure that the Government of São Paulo makes the best use of the cannabis in the SUS”, says Bruno Pegoraro, president of IPSEC (Institute for Social and Economic Research on Cannabis), who continues as executive secretary of the parliamentary front. Read below the interview he gave to the cannabis inc with the details of this second edition of the works.

Why a new front for the discussion of cannabis? Did the previous one fail to achieve the goals? BP: Before, we had the challenge of approving PL 1180 by Deputy Caio França (PSB), which aims to make medicines based on cannabis by SUS. We were able to overcome this challenge through incisive education and mobilization work, which included several public hearings and meetings. Now, our goal is to monitor the implementation of the PL by the State Government. In addition, France presented another PL, which allows the cultivation of cannabis for scientific studies. We intend to expand this discussion, not only in the medical field, but also in the industrial field.

Is it a renewed front or with the same members?
BP: The former front was coordinated by Deputy Sergio Victor, from the Novo party. Now, a new front has been formed, with França as coordinator and Suplicy as vice-coordinator. The old front had 21 signatures, now I fear 32 signatures of deputies from various political spectrums.

What are the new goals?
BP: We have two goals. The first is to consolidate the use of cannabis Medicinal in the SUS, articulating the entire production and distribution chain, in order to reach its maximum potential. The second objective is to seek the expansion of the plant’s cultivation for scientific purposes, not only for medicinal use, but also for industrial purposes. Already giving a spoiler, França wants to support research projects through amendments.

which ones challenges?
BP: Our goal is to ensure that the Government of São Paulo makes the best use of the cannabis in the SUS, in order to serve those who need it most. We also seek to explore the industrial potential of the plant, in order to identify possibilities for the sustainable use of hemp in agribusiness.

São Paulo conquered the SUS for the cannabis. Can the State go beyond the issue of health?
BP: São Paulo achieved a great advance with the inclusion of cannabis at SUS. As the richest state in the country, we have a responsibility to lead important discussions at the national level. Bill 1180 generated great repercussions throughout Brazil. We need to broaden this discussion, also addressing the scientific potential that plant cultivation can offer. It is important to consider the research and innovation possibilities with the cannabis – and not only in the field of healthcare, but also in other areas such as industry. Thus, São Paulo can consolidate itself as a leading state in the cultivation, research and sustainable use, mainly of hemp.
