The exemption was published in an ordinance in the Official Gazette of the Union this Thursday (28). The document also sets the maximum amount to be paid by families in property installments. The Ministry of Cities published this Thursday (28) an ordinance that exempts beneficiaries of Bolsa Família and the Continuous Payment Benefit (BPC) from paying installments on properties purchased under the Minha Casa, Minha Vida (MCMV) program. The measure applies to contracts in subsidized modalities with resources from the Residential Leasing Fund (FAR), the Social Development Fund (FDS) and the National Rural Housing Program (PNHR). The exemption is provided for in the ordinance published by the government that defines the income limits and financial participation of beneficiaries in the payment of program contracts (see more changes below). Caixa Econômica Federal, the financial institution responsible for the contracts, has a period of 30 days to regulate the rules and put them into force. “After this period, contracts already signed and that fall within the exemption rules will have charges suspended”, informed the Ministry of Cities. In an interview with GloboNews, in February, minister Jader Filho had already stated that the federal government was considering granting total exemption from Minha Casa, Minha Vida to those who receive benefits such as Bolsa Família. The proposal, according to the minister at the time, aims to reduce the housing deficit and create better contract conditions for this public. The document also stipulates the reduction, from 4% to 1%, of the portion paid by beneficiaries in National Rural Housing Program (PNHR) contracts. In addition, it sets the maximum amounts that each family can pay in installments for properties acquired through the MCMV in the modalities subsidized with resources from the FAR, the FDS and the PNHR. See below: For families with a gross family income of up to R$1,320, the monthly installment must be 10% of the family income and the minimum installment is R$80.00; For families with a gross family income of R$1,320.01 to R$4,400, the monthly installment must be 15% of the family income, subtracting R$66.00 from the amount. In cases of late payment of installments, interest of 1% per month will be charged.
