Young apprentice: who can be hired?  – 03/31/2024 – Market

The number of young apprentices who entered the job market through the Apprenticeship Law has grown 571% since 2006, according to data from the MTE (Ministry of Labor and Employment). That year, when these hires began to be monitored, there were 81 thousand apprentices compared to 546 thousand at the end of 2023.

Enacted 24 years ago, the law obliges companies with more than 50 employees to have 5% to 15% of young apprentices between 14 and 24 years old among their employees. Experts point out that, although more than 500,000 employees are employed in the country, there is capacity for 1 million apprentices, and this is the goal sought by the MTE.

According to data from CIEE (Company-School Integration Center), between January and October 2023, the number of apprentices in Brazil grew 7.1%, with 60.8 thousand hired in January, reaching 65.2 thousand in December. Compared to the previous year, the volume of apprentices grew 0.7%, reaching 63 thousand hires.

Rodrigo Dib, CIEE’s Institutional Superintendent, states that the Learning Law provides job opportunities, in addition to representing social inclusion for young people who benefit from it. However, he believes there are obstacles to the legislation reaching its full potential.

“The young apprentice program is beneficial for the company, which obtains a professional in training while learning the business culture. When looking at the potential of the law, if all companies covered by its obligation followed it, we would have around 1 million apprentices”, he says .

According to the MTE, until November 2023, labor inspectors carried out more than 36 thousand actions to implement the program, in a constant activity to increase the number of beneficiaries.

In 2024, the ministry claims to have a further 266 inspections of companies related to apprentices planned. The expectation is to have 120,000 apprentices hired following actions by the department.

In 2023, the law was changed through decree 11,479. As a result, the Labor Inspection Secretariat, the body responsible for inspection, also developed a system in which companies issue certificates of compliance with the apprentice quota to assist in future inspections.

For Dib, despite the inspection actions, the existence of the Apprenticeship Law ends up being indifferent for some companies, even with the risk of fines for non-compliance with it.

“Some companies end up seeing the young apprentice as just fulfilling a quota and, sometimes, they prefer to pay a fine rather than have the apprentice; in doing so, it’s less about the fine or quota, it’s about leaving a young person without the opportunity to develop”, he assesses.

OPPORTUNITY AND PROFESSIONAL DEVELOPMENT

The relationship between young people who got a chance to enter the job market through the Apprenticeship Law is mostly positive. According to CIEE research, 70% of apprentices feel welcomed in companies, with 72% satisfied with the opportunity.

This is the case of Gabriel Ciccone Oliveira, 20, João Pedro Gonçalves da Silva, 19, and Júlia Pereira Silva, 22, who are currently apprentices at Prestex, a logistics company in São Paulo.

Gabriel says that, through the apprentice program, he had his first opportunity to work in the corporate environment. He works in the area of ​​strategic partners.

“It’s been a new world; working in an office is something I didn’t know, because even though I had already worked in other areas, more manual, working in a company, with benefits, is a new experience for me”, he celebrates.

João Pedro also considers the experience to be positive. Before working in the logistics company’s marketing sector, he was a cashier at an ice cream shop and gained entry into the corporate world through the program.

“I see a lot of personal growth in this opportunity, developing and learning a lot, having the chance to put a lot of what I learn on the course into practice there”, he says.

According to CIEE, 11.45% of apprentices state that the family group has half a minimum wage to cover all monthly household expenses (currently R$706), 30.6% up to one minimum wage (R$1,412) and 35.2% up to two minimum wages (R$2,824).

“I live with my parents, I’m an only child and it’s very important to help around the house. I’m managing to have my independence and save money for the future too, the income that comes from this opportunity is helping me a lot”, says Júlia, who works in the Prestex technology.
