In 2022, an audit by the TCU (Tribunal de Contas da União) revealed evidence of the action of a cartel of paving companies in frauds in bids for the federal state-owned Codevasf (Companhia de Desenvolvimento dos Vales do São Francisco e do Parnaíba), totaling more than R$ 1 billion in the government of former president Jair Bolsonaro (PL).
Now, the government of Luiz Inácio Lula da Silva (PT) has signed contracts worth around BRL 650 million inherited from Bolsonaro, which lead to the current management a series of contractors and suspicious conduct.
To explain what this “asphalt cartel” is and how it works, presenter Isabella Faria talks live this Friday (17) with Politics reporter Flávio Ferreira, who showed, alongside Mateus Vargas and Guilherme Garcia, that the state-owned company slowed down bidding, opening up room for deviations, corruption and overbilling, in addition to the provision of precarious services.
The maneuvers served to vent the billionaire resources of parliamentary amendments, distributed to deputies and senators who supported the previous government in Congress.
A Sheet analyzed Codevasf’s 56 paving bids for 2022, made mainly in December, in Bolsonaro’s final stretch. Of this total, 47 tenders led to the signing of contracts in 2023, already under Lula.
