Podcast: the impasse over MPs between Lira and Pacheco – Folha – 03/28/2023 – Podcasts


The dispute waged by the mayors of the Chamber, Arthur Lira (PP-AL), and of the Senate, Rodrigo Pacheco (PSD-MG), on the rite of analysis of provisional measures in Congress remains open. The impasse could impact important projects of the Lula government, presented in the form of MPs.

The Constitution establishes that provisional measures edited by the president must begin to pass through Congress in a mixed commission, formed by deputies and senators, and be voted on in a maximum of 120 days to become laws. In the pandemic, the Houses changed the rite and eliminated the commissions, in order to make the analysis of projects more agile.

Since then, MPs pass through the Chamber first —which gives deputies more power. In early February, Pacheco edited an act to resume the previous process, but Lira resisted. The impasse has been blocking the government’s agenda in Congress for more than 50 days, jeopardizing the effectiveness of provisional measures such as the one created by the Ministry of Indigenous Peoples and those that reformatted programs such as Minha Casa, Minha Vida and Bolsa Família.
