Pacheco denies Lira’s request to call a session on MPs – 03/31/2023 – Power


The President of the Senate, Rodrigo Pacheco (PSD-MG), denied this Friday (31) a request made by the President of the Chamber of Deputies, Arthur Lira (PP-AL), to convene a session of the National Congress to discuss the rite of analysis of MPs (provisional measures).

In the document, Pacheco said that he has precedents for accepting in writing the question of order for the return of the joint commissions.

On the 24th, Lira sent a letter to Pacheco asking him to “deign” to discuss a matter of order on the rite of MPs in the plenary of the National Congress. Pacheco responded this Friday and said that the MPs’ constitutional rite is an order that belongs to him, formalized by letter.

The politician also noted that “it would be unnecessary to provoke a matter of order, as is the holding of a joint session for this purpose”.

The question of order is an instrument used by parliamentarians to raise doubts or question the interpretation of regulations

“Regarding the matter of order, I clarify that this Presidency’s response was given in writing and published in the Official Gazette of the National Congress, in line with several precedents in which questions of this nature were not answered in a joint session, but in writing,” he said. Pacheco.

In recent days, the impasse surrounding the MPs has been discussed between the leaders of the Chamber and the Senate. Lira took a proposal to Pacheco to increase the proportionality of deputies in collegiate bodies — currently, there are the same number of senators and deputies per committee.

The request, however, faces resistance from Senate leaders. But the other suggestion of the Chamber was accepted by the senators: that a deadline for discussion of the measures in the committees be stipulated.

To government interlocutors, Lira stated that the dispute between the two Houses will not interfere in important matters, such as the MP for restructuring the Executive. The speaker of the House also told allies that he intends to let “lower the temperature” of this race with the Senate.

Why does Pacheco defend the return of joint committees?

The President of the Senate argues that the processing of measures should return to the way it was before the Covid-19 pandemic.

This is because MPs have always been discussed in joint committees, made up of deputies and senators. But, in the face of the pandemic and isolation measures, the collegiate bodies were extinguished and the texts were analyzed first by the Chamber, and then by the Senate.

Senators claim that deputies took time to vote on MPs and when they arrived at the Senate, they had little time to debate the matters.
