MP from Amazonas launches Civil Inquiry to investigate meeting of secretaries in Parintins

A video widely shared on social networks, which shows a meeting between state secretaries and PMs is the subject of a Civil Inquiry Public Ministry of the State of Amazonas (MPAM), through the 60th Public Prosecutor’s Office Specialized in the External Control of Police Activity and Public Security ( Proceapsp). The body is based on the images and statements contained in the audiovisual material.

According to the order opening the procedure, published in the MPAM Official Gazette (Dompe) on Tuesday night (1st), aspects of administrative improbity and other issues related to the collective protection of public security will be investigated, as far as respect for the actions of the people identified from the images and statements present in the recordings.

In possession of the video, the Public Ministry identified the presence of a public agent from the indirect administration of Amazonas — Armando Silva do Vale, president of the Amazonas Sanitation Company (Cosama) — and at least three secretaries of State — Fabrício Rogério Cyrino Barbosa, head of the Secretariat of Administration and Management of Amazonas (Sead), Flávio Antony, from the Secretariat of State of the Civil House, and Marcos Apolo Muniz de Araújo, from the Secretariat of State for Culture and Creative Economy (SEC).

The files were forwarded to the Attorney General’s Office, so that relevant measures can be adopted, considering the scale of the case, as it involves at least three secretaries of State.

The news was also sent to the regional Electoral prosecutor, as state office holders have privileged jurisdiction.

Recommendation for dismissal of PMs

In addition to the civil inquiry, the MPAM issued a recommendation directed to the command of the Amazonas Military Police (PMAM), due to the presence of military police officers Guilherme Navarro Barbosa Martins, captain of the Special Operations Company (COE), and Jackson Ribeiro dos Santos, lieutenant -Colonel commander of Rondas Ostensivas Cândido Mariano (Rocam), in the audiovisual record.

The recommendation of prosecutor Armando Gurgel Maia, head of the 60th Proceapsp, is that they be immediately exonerated from command duties, removing them from assignments in special police units and incorporating them into administrative functions, in addition to removing weapons and equipment from the PMs. exercise of their functions, while their conduct is investigated with the PMAM Justice and Discipline Directorate (DJD).

“Because this case goes beyond the borders of Parintins, even affecting the State, Proceapsp, located in Manaus, decided to open this procedure and adopt a series of communication procedures to formalize and activate the action of other bodies in the face of people with privileged jurisdiction, in addition to treatment in different areas — electoral and non-electoral, criminal, etc. Among these measures, the most important was forwarding a recommendation to the general commander of the Military Police to immediately dismiss the police officers identified in that video. I hope that the measures are accepted today, so that we can evaluate what measures to take”, highlighted prosecutor Armando Gurgel Maia, head of the 60th Proceapsp.

In a note, the Government of Amazonas informs that, in view of recent facts and so that the Court can carry out the investigative work it deems necessary, Governor Wilson Lima is dismissing Fabrício Rogério Cyrino Barbosa and Marcos Apolo Muniz de Araújo, from the positions of Secretary of State for Administration and Secretary of State for Culture and Creative Economy, respectively; and Armando Silva do Valle, as CEO of the Amazonas Sanitation Company (Cosama).

The State Government reinforces that, in addition to guaranteeing the fairness of investigations, the act aims to allow those cited to defend themselves in an equal and fair manner. At the end of the legal investigation process, if the innocence of the parties is proven, they return to their positions.

Finally, following a recommendation from the State Public Ministry (MPE-AM), the general commander of the Military Police, Colonel Klinger Paiva, dismissed Lieutenant Colonel Jackson Ribeiro dos Santos from the position of Commander of the Ostensive Rondas Cândido Mariano and Captain Guilherme Navarro Barbosa Martins, who was part of the Special Operations Company (COE), who began to carry out administrative functions until the end of the investigations.
