The rapporteur for the provisional measure that recreated Minha Casa, Minha Vida, Fernando Marangoni (União-SP), must significantly change the project sent by the federal government and include in the text a series of measures to avoid the problems that the housing program faced in its first version.

Marangoni’s objective is to avoid unfinished works or cases in which housing units are illegally sold by the beneficiary.

The deputy included in the project the possibility of readjusting the value of the works even after they have been started.

Until today, the value fixed in the definition of the project did not change until the end. With the high prices of building materials, many projects became unfeasible and the works were abandoned.

Marangoni recognizes that the measure means an increase in the program’s expenses in the short term, raising the production cost of the works. However, he argues, this high is less than the value to resume stalled ventures.

“It costs you three times as much to take back [uma obra] and we had numerous cases of paralyzed works in the last government”, said Marangoni to Sheet.

“So it’s a stupid bill, right? I don’t pay the readjustment to try to save a little money now and later I have to resume the paralyzed work. This is in addition to the social impact”, he added. “The financial impact ends up being greater.”

On the borrower’s side, the problem identified by Marangoni was the difficulty in keeping up-to-date payments on the property.

There will be incentives for the production of units closer to urban centers and with urban infrastructure in the surroundings.

The projects will need to have measures that increase environmental sustainability and, in addition, bring relief to residents’ bills.

Installing solar panels, for example, can make your electricity bill cheaper and even zero. The reuse of non-potable water is also another resource.

Another innovation in Marangoni’s text is the incentive for the creation of active facades in the developments, which means the forecast of businesses on the facades of the properties. As the premises are owned by the condominium, the rent value would help to reduce the amount paid by the condominium members.

“The active facade also generates jobs and income for the population that is there, so you add income and make the condominium cheaper”, pointed out Marangoni.

The deputy was chosen to report on the project based on his experience as Secretary of Housing in Santo André (SP) and in the São Paulo government during the management of João Doria.

The objective is to attack the qualitative housing deficit, in which the person has a precarious or rustic housing. The idea is to regularize the housing situation with the help of municipalities and, from there, finance home improvements.

“The bill is even cheaper for the State. A new housing unit costs an average of BRL 200,000 and I treat the person’s housing vices with an average of BRL 30,000 and another BRL 1,500, which is the average cost per capita of land regularization. With four times less investment, I’ll take that person out of the housing deficit”, he calculated.

On the other hand, the rapporteur says he is not inclined to contemplate a request by Eletros (National Association of Manufacturers of Electronic Products) to include the purchase of household appliances in the program.

“I’m not very willing to accept it. We already have a shortage of resources for the production of housing. Besides, we had some programs that didn’t work out in the past”, he said. “I’m not very supportive of granting that request.”

To arrive at the final text, the mixed commission of Minha Casa, Minha Vida organized ten public hearings in all regions of Brazil. Now, the House must vote on Marangoni’s replacement and send it to the Senate with enough time for the House to analyze the bill.

The MP expires on June 14 and took a while to start being analyzed because of the impasse between the mayors of the Chamber, Arthur Lira (PP-AL), and of the Senate, Rodrigo Pacheco (PSD-MG), on the procedure for this project type.
