The dehydration of ministries such as those of the Environment and Indigenous Peoples is causing a lot of uneasiness in the PT militancy and has raised criticism for contradicting the environmental discourse that Lula has maintained since the campaign.

“We made an evaluation of the voting in the mixed commission, and the meeting was aimed at reaffirming the prerogative of whoever won the election to be able to decide how to organize the structure of government. Most of the points preserved what was the original concept of the MP, but, in some points, this was not maintained. Therefore, the government will continue working to maintain, in the other legislative spaces that the MP will still pass through, the original concept of the points that were moved and that, in our opinion, are out of line with the policies that need to be implemented. We hope to resume the original concept of those points that were modified”, said the chief minister of the Civil House, Rui Costa, to journalists after the meeting.

The main objective of the meeting was to signal to the Ministers of the Environment, Marina Silva, and of Indigenous Peoples, Sônia Guajajara, that they remained prestigious within the government, despite the defeats imposed by Congress.

Under the rapporteurship of federal deputy Isnaldo Bulhões (MDB-AL), the mixed commission that analyzes the MP took responsibility for the recognition and demarcation of indigenous lands from the Ministry of Indigenous Peoples, and passed the attribution to the Ministry of Justice. The federal portfolio headed by Marina also lost the attribution of administering the Rural Environmental Registry (CAR), used for mapping land grabbing and control of deforested areas.

The two ministers most affected, however, were not in the group that went down to the ground floor of the Planalto Palace to speak with the press after the meeting. In addition to Rui Costa, journalists were also attended by Minister Alexandre Padilha, for Institutional Relations, and Paulo Pimenta, from the Communication Department. Alongside them were government leaders in Congress, Senator Randolfe Rodrigues (without party-AP) and federal deputy José Guimarães (PT-CE).

At the press conference, the authorities present claimed that the two ministers had “other agendas”, which is why they left the Planalto right after the meeting. The meeting started around 11:30 am and lasted about two hours.

A little later, Minister Sônia Guajajara spoke on social networks and said that the meeting “was fundamental to reaffirm our commitment to support indigenous peoples”. “We will guarantee a solid environmental agenda. The Minister of Institutional Relations confirmed that the government will dialogue with parliamentarians to revert the changes, but also said that, even if this plan fails, the change in the government’s design “does not prevent the implementation of President Lula’s program, with sustainability in the center of the economic agenda”.

There is, in the articulation of the government, the assessment that it is possible to reverse some points of the report by voting on the MP in the plenary of the Chamber and the Senate. However, the dehydration of the ministries of Marina Silva and Sônia Guajajara is inevitable, because the agribusiness bench is very strong and believes that the ministries headed by them are “very ideological”.

At this juncture, the government decided to maintain the discourse of support for the environmental agenda, as was evident in the speeches of the Ministers of the Civil House and of Institutional Relations.
