During a public hearing held at the Senate Infrastructure Commission, which was attended by Minister Alexandre Silveira, of Mines and Energy, senators criticized the Minister of the Environment, Marina Silva, in the debate on exploration of the Equatorial Margin. At the hearing, Alexandre Silveira classified as “an inconsistency and an absurdity” the requirement of the Brazilian Institute of the Environment and Renewable Natural Resources (Ibama) to carry out new studies on oil exploration on the Equatorial Margin, on the north coast of the country .

For Silveira, documents presented by a working group of the Ministry of the Environment in 2012, before the auction of the blocks by the National Petroleum Agency (ANP), would be sufficient for prospecting for reserves in the Foz do Amazonas well.

The minister suggested that Ibama indicate environmental requirements that could result in the release of the area. But the agency conditions exploration to the presentation of an Environmental Assessment of Sedimentary Area (AAAS).

“Ibama’s opinion has no insurmountable issues. It will only become insurmountable if the AAAS is discussed. It will be inconsistent and absurd with Brazilians who need economic development with social benefits and environmental balance. We can even argue that no other blocks should go up for auction before the AAAS. But for what has already been auctioned, if we restart this licensing, we will be breaching contracts. Other oil companies in the world won oil blocks there and will discuss with the Union the reimbursement of invested resources, including grants” said Alexandre Silveira.
