Leite wants to extend the validity of public tenders in RS to call public security servers


The government of Rio Grande do Sul filed a project in the Legislative Assembly to extend the validity period of public tenders for one year during the state of public calamity due to the coronavirus pandemic.

The objective would be to carry out the call for part of those approved in these contests without violating the Fiscal Responsibility Law, which limits personnel expenses according to State revenues.

“We are making this extension in view of the equivalence with federal legislation, but also because the State is not in a position to call all the staff that it wants immediately, due to the restrictions we have due to payroll expenses”, he said. Governor Eduardo Leite (PSDB), in a press conference at the Piratini Palace.

Complementary Law Project (PLC) 182/23 was forwarded to be processed on an urgent basis. Validities will count retroactively from January 1, 2022 for the remaining time provided for in the public notice.

The government of Rio Grande do Sul plans to call 1,331 new public security employees already approved in public tenders held previously. The new agents must serve the State forces in the Fire Department, Superintendent of Penitentiary Services (Susepe), Civil Police (PC) and Military Brigade (BM).

In all, the more than 1,300 new agents represent an impact of BRL 434.6 million on State expenses between August of this year and December of 2026.

“We’ve had this policy since the last government, which is the replenishment on a programmed basis. This gives predictability for those approved themselves and for the State, of how and when this replacement will take place, even for us to program training courses in order to guarantee quality in the insertion of these troops, always in a responsible way also with the fiscal conditions”, affirmed the governor Eduardo Leite, (PSDB), during the announcement of the call.

The area that will be most supplied will be Susepe. There will be 355 penal police officers, 43 administrative agents and 33 senior technicians for the superintendence destined to the management and control of the State’s prisons.

According to Leite, the hiring of these agents will also be reflected in the streets. “We will soon present the schedule for the departure of the Military Police from prisons. Today, we have more than a thousand PMs working in the periods. With this replacement at Susepe, our intention is, throughout this government, to carry out the total withdrawal of PMs from prisons , which will mean the return of police officers to the streets,” said the governor.

Also in April, the government should call 100 soldiers to the Fire Department. In July, the PC should receive another 200 clerks and 200 inspectors. Finally, in August, 400 soldiers will be called to the Military Police.
