INSS starts paying 13th of retirees; see calendar – 05/25/2023 – Market

The INSS (National Social Security Institute) starts paying the first installment of the 13th of retirees, pensioners and other beneficiaries this Thursday (25). The amounts are released together with the monthly benefit and follow the Social Security payment schedule in 2023.

The Christmas bonus was anticipated by President Luiz Inácio Lula da Silva (PT) in a decree published on the 4th. The measure will benefit around 30 million Brazilians, who will receive an amount of R$ 62.6 billion. This is the fourth year in a row that the two benefit installments are anticipated for the first semester.

The money falls into the account of the insured always from the end of the month of the accrual that is being paid. In May, payment starts on the 25th for those with a benefit number ending in 1, without considering the check digit. The first to receive are beneficiaries who earn a minimum wage. The floor rose to R$1,320 on May 1st.

Then, in the first days of the following month, the release of amounts begins for those who earn above the minimum up to the INSS ceiling, of R$ 7,507.49 in 2023. Payment dates for this public range from June 1 to 7.

The second installment will be paid in June, according to the usual calendar for the release of social security benefits, between June 26th and July 7th. You are entitled to the 13th who receives retirement, pension and aid. Policyholders who earn BPC (Continued Provision Benefit) and lifetime monthly income are excluded from the payment.

INSS 13TH AMOUNT

The first installment of the 13th is paid without any discount and corresponds to half the benefit of those who were already retired in January. For those who still did not receive benefits, the amounts released from the 13th are proportional, according to the number of months in which the insured person started earning retirement, pension or INSS assistance.

The second installment has a IR discount, in the case of those who are obliged to pay. This year, the Income Tax table was updated by the government, with an increase in the exemption range and a standard discount of R$ 528 on income, which will make taxpayers pay less tax. In addition, 13.7 million should be exempt from IR with the increase in the initial range.

WHO IS RIGHT TO THE INSS 13TH?

All insured persons who, in 2023, receive or have received social security benefits such as retirement, pension, aid for temporary disability (formerly sickness benefit), accident aid or imprisonment aid are entitled to the 13th of the INSS. Payment is not made to those who earn RMI (Lifetime Monthly Income) or BPC (Continued Provision Benefit).

HOW IS THE INSS 13th PAYMENT PAYMENT?

The amounts paid depend on when the insured person retired. For those who were already retired in January of this year, the value of the first installment corresponds to exactly half of the benefit. The second installment is paid with an Income Tax discount for those who are obliged to pay the IR.

For those who were not yet retired, the amounts released from the 13th are proportional, according to the number of months in which the insured person began to receive retirement, pension or INSS assistance.

In the case of those who receive sickness benefit, the payment is also proportional, according to the number of months in which the insured person receives the benefit.

WHY DID THE GOVERNMENT ADVANCE PAYMENT OF INSTALLMENTS?

The INSS 13th is paid in two installments, as well as the Christmas bonus on the wages of those who are active in the labor market. By law, the first installment of the 13th salary is paid by November and the second installment by December 20th.

In the case of INSS beneficiaries, in the PT governments, there began to be anticipation of the amount, with the first installment being paid in the middle of the year and the second, at the end, by claim of retirees. The Bolsonaro government made the advance law, with payment dates expected in the first half and at the end of the year.

However, in the Covid pandemic, in 2020, the government anticipated the benefit installments for the first semester, releasing both in April and May or May and June. The advance was repeated in 2021, still under a strong pandemic, and in 2022, an election year. Now, in 2023, the new government also decided to advance the payment.
