Guajajara studies joint action for indigenous demarcation – 05/28/2023 – Daily life


The Minister of Indigenous Peoples, Sônia Guajajara, is studying the possibility of working together with the Ministry of Justice and Public Security on the demarcation of indigenous lands in case an MP (provisional measure) removes part of that attribution from her portfolio. In her view, this would weaken the folder.

“Considering that we are in a government in which the minister [Flávio Dino] has an understanding of this importance and we have Lula’s commitment, there are no harmful losses in this sense because President Lula guaranteed that what is guaranteed on his part will be fulfilled, which is to unblock and guarantee the signatures of the demarcation of indigenous lands”, said in an interview with GloboNews, this Sunday night (28).

The MP, which reorganizes from the Esplanada dos Ministérios, was approved last Wednesday (24) by a joint commission made up of deputies and senators. The text, authored by MDB leader in the Chamber, Isnaldo Bulhões Jr. (AL), dehydrated the government’s environmental policy with the transfer of powers from the Indigenous Peoples and Environment portfolios to other bodies.

Guajajara said he believes that Congress’s reaction is of a political nature in relation to President Lula’s government, but also a fight against women’s participation in these spaces. She gave the interview along with Marina Silva, from the Environment.

“It is also a pervasive racism because racism is not only against black people. It also happens to indigenous people, it is a Congress that distills its machismo, racism and all that anger against the Lula government”, he highlighted.

Indigenous leaders and environmentalists demand that the president commit to reversing the decision of Congress — which in the last one also imposed other defeats on the agenda with the approval of an MP with sections that loosen the preservation of the Atlantic forest and the vote on the urgency of a project that makes it difficult to demarcation of indigenous lands.

On Friday (26), Lula met with the two ministers. Government members claim that the meeting was productive and that Marina’s speech resulted in a decrease in temperature after the defeats in the Legislative.

In the government, the fear is that, if there is an effective effort by the government for the Senate to change points, the Chamber will decide to retaliate against the Planalto and let the MP for the reorganization of the Esplanada dos Ministérios lose validity. In practice, this would imply the return of Bolsonaro’s administrative structure.

The proposal still needs to go through the plenary sessions of the House and Senate and have its processing completed by June 1st. The government’s objective is to try to soften the changes.

Lula’s ministers have rejected the idea of ​​appealing to the STF (Federal Supreme Court) to try to maintain the ministerial structure defined by the government in January.

In the case of the demarcation of indigenous lands, there is already a Direct Action of Unconstitutionality in the Supreme Court that questions the change of guardianship of the subject.

Although he does not show, for the time being, a willingness to fight against the majority wing of the Chamber, Lula and close allies are concerned that the crisis with Marina will have negative international repercussions.

About a week ago, Lula said in Japan that the “false dichotomy between growth and protection of the environment should already be overcome”.
