Governor of Amapá participates in the 84th General Meeting of the National Front of Mayors – News of Brazil

The governor of Amapá, Clecio Luis, participated this Monday, the 13th, in the 84th General Meeting of the National Front of Mayors (FNP), in Brasília. The event dealt with the urgent need for a federative pact to guarantee greater autonomy to the federated entities. But for that to happen, it is necessary to establish a Federation Council or Assembly, with the participation of the presidency of the republic, governors and mayors, which, in addition to providing a permanent forum to discuss strategic and transversal policies, will promote the strengthening of democracy.

While he was mayor of Macapá and leader of the FNP, Clécio learned about the problems of the capital of Amapa and other Brazilian cities. And, due to his experience as a manager of a capital, he was invited to open the 84th meeting of the Federation.

“I make myself available to contribute to the debate, and I am sure that the new federative environment that is being created now will be very well used by mayors and mayors from all over Brazil. There has long been talk of the need to comply with the federative pact. But we went through a period when the pact was ignored. So, if we can address this debate today, we are really going to build a council that can meet our needs, whether those of municipalities or states. Without a doubt, it will be a historic landmark.”pointed out the governor, Clécio Luís.

The federative pact is the set of constitutional provisions that configure the legal framework, financial obligations, fundraising and fields of action of the federal entities. The debate around the federative pact currently revolves mainly around fiscal issues.

The general meeting of the FNP is held every six months to discuss the challenges of medium and large Brazilian cities. In addition to the prospects for federal renegotiation, another subject discussed was tax reform. The FNP is in favor of the municipalities’ autonomy in tax collection, based on what is in the Simplifica Já proposal, and seeks a consensus with the federal government.

The 84th Meeting was attended by the president and vice president, Lula and Geraldo Alckmin, and ministers Gilmar Mendes, Fernando Haddad and Alexandre Padilha. On Tuesday, the 14th, the program continues with a presentation on housing policies -Minha Casa, Minha Vida, urban sustainability and climate change table, city financing table – 2022 Census, among other topics.
