Government wants to train 100,000 doctors in ten years – 03/28/2023 – Health


The government estimates that it is necessary to train 100,000 specialists in family health over the next ten years to change the profile of those who work in primary care in the public network.

The diagnosis is that the doctors in the area are, for the most part, recent graduates. With these initiatives, the government expects more robust training and an increase in the technical knowledge of professionals.

The national secretary of Primary Health Care, NĂ©sio Fernandes, says that the new design of the Mais MĂ©dicos program will help the country to change the scenario, mainly by stimulating specialization in the area.

The program will offer graduate and master’s degrees in family and community medicine. The professional who works for four years in the program, a period of stay that can be renewed for the same period, can take the title test of the Brazilian Society of Family and Community Medicine to obtain the specialist certificate without the need to do medical residency.

For specialization courses, the Ministry of Health intends to partner with universities that already have expertise in offering programs for areas of difficult access, such as the Federal University of Amazonas.

“Today there is a deficit of 12,000 specialization vacancies in the country per year. The SUS is getting new graduates who work in primary care,” he said. “The discussion is in the perspective of, in ten years, training 100 thousand qualified family and community doctors in Brazil to provide both private care and public health.”

Of the total number of physicians trained in Brazil participating in Mais MĂ©dicos, 64% drop out mainly because they have been approved in medical residency and decide to pursue a specialization.

Therefore, he says he believes it is important to offer specialization and master’s degrees and an additional scholarship in the program. Doctors trained by Fies (Student Financing Fund), for example, may receive an additional 40% to 80% of the value if they complete the four years in the program, which would be equivalent to an extra approximately R$ 500,000.

In the public notice, the professional will be able to choose the city in which he intends to work. Those who opt for areas of greater vulnerability and difficulty in securing doctors, such as DSEIs (Special Indigenous Health District) or peripheries, will receive a larger additional fee.

The federal government announced the new version of Mais MĂ©dicos this month with the opening of 15,000 new vacancies. By the end of 2023, 28 thousand professionals will be established throughout the country, mainly in areas of extreme poverty.

Of the total, 5,000 doctors will all be financed by the Union and directed to municipalities that appear in the notice. The other 10 thousand vacancies will be offered to municipalities that are interested in attracting more professionals — in these cases, the Union will offer the specialties and the additional, and the municipality will be responsible for the scholarship.

The secretary said that the program will continue hiring exchange doctors, Brazilians and foreigners. He says he believes that 90% of vacancies are occupied by Brazilians, with or without registration in Brazil.

“Today we have 2.8 doctors per thousand inhabitants. For the 152 vacancies offered in the public notice for the DSEIs, 4,900 Brazilians who have not yet revalidated their diploma were enrolled. If for the DSEis we had these candidacies, imagine for the interior of Brazil, municipalities with less complexity than an indigenous territory. The number of professionals today studying abroad and already graduated is much greater than 10 years ago.”
