Government launches booklet for transport debentures – 10/01/2024 – Panel SA
Until next Friday (4), the Ministry of Transport will launch a booklet to guide companies and operators on the rules and documents necessary for issuing incentive and infrastructure debentures in the road and railway sectors.
The request for classification is necessary so that companies or investors have access to tax incentives that make this financing mechanism more attractive.
Although the issuance does not depend on authorization, companies prefer to wait for a response to be sure that the benefit will be granted.
Last year, this process took an average of 50 days. In July this year, the department issued an ordinance to simplify the rules, which reduced this period to 11 days, on average. Even so, the delay is above the five days stipulated in the standard.
The ministry’s diagnosis is that the sector still has doubts about the new procedures and requirements. Faced with insecurity, companies fail to provide all the necessary information, which leads to the need for supplements.
The simplified guide includes a step-by-step guide on how to design the project, file documents and send additional information during its execution or upon completion. The booklet will also include a frequently asked questions section to guide companies.
