Government and City Hall align plan for land regularization in public areas

Manaus (AM) – The Government of Amazonas and the Municipality of Manaus are going to sign a protocol of intentions, with a view to accelerating land title regularization in the capital. The proposal, discussed at a meeting organized by the State Secretariat for Urban and Metropolitan Development (Sedurb), with the presence of Deputy Mayor Marcos Rotta and state and municipal secretaries, aims to create a task force to identify priority properties of mutual interest for regularization purposes.

“This includes properties that belong to the state and are in use or occupied by the City Hall, and vice versa”, explained the secretary of Urban and Metropolitan Development, Marcellus Campêlo. The idea, he reinforces, arises from the need to provide legality and legal security to the housing sector in the State. “We are going to create a commission to design technical cooperation and speed up regularization,” he explained.

The meeting was held this Thursday (25), at the headquarters of the Secretariat of State for Administration (Sead) and was also attended by the secretary of the portfolio, Fabrício Barbosa, from Cities and Territories, João Coelho Braga, from the superintendent of Housing of the State (Suhab), Jivago Castro, the Municipal Secretary of Administration and Management, Ebenezer Bezerra, and representatives of the Civil House of the State and Municipality, the Attorney General of the State (PGE) and Municipality (PGM) and the Management Unit Integrated (UGI).

The legal areas of the State and Municipality will prepare a draft to be signed in a legal act, by Governor Wilson Lima and by the Mayor of Manaus, David Almeida. Among the priorities are two remaining areas of the Social and Environmental Program of Manaus and Interior (Prosamin), on the Cachoeira Grande stream, on São Jorge.

On site, the Government of Amazonas has already carried out infrastructure works, built public equipment, resettled, through Suhab, 750 families and, although it already has loan resources released by Caixa Econômica, it cannot advance in the construction of housing units, because the two sites prepared to build the apartments depend on land regularization.

Deputy Mayor Marcos Rotta stated that the proposal presented meets the interests of the municipality, which is creating a Housing and Land Regularization Secretariat. “I am very pleased with the outcome of this meeting. We are going to provide the necessary support to make this move forward”, said Rota, emphasizing that housing is a priority in the management of Mayor David Almeida and that the union of efforts between the State and the Municipality is “a historic act”.

The Secretary of Administration and Management, Fabrício Barbosa, reinforced the need for technical cooperation to speed up the procedural part and expand the work of land regularization that is already being carried out by Sead. “We identified the need for joint work between the State and the Municipality, aiming to reduce execution time and speed up land regularization between the administrative spheres”.

The Superintendent of Suhab, Jivago Castro highlighted the partnership work that is already taking place between the State and the Municipality for the regularization of old residential complexes that were delivered without occupancy and, that, now, are being regularized so that the borrowers can register the notary ownership.

For the Municipal Secretary of Administration, Ebenezer Bezerra, the moment is opportune, bearing in mind that the housing issue is on the agenda of the day. “We all have interests in accelerating regularizations and mutual cooperation is the best path”, he said.
