The regulation that must be proposed by the federal government on the use of precatories in grants and public concessions must establish that the payment method will only be accepted if it is foreseen in the notice.
There is an assessment that the constitutional amendment that deals with the subject authorized the Union to accept precatories, it did not oblige it.
If this is the regulation, the federal government retains the prerogative to analyze in advance the convenience and advantage of receiving in this way.
The Advocate General of the Union, Jorge Messias, stated that the final model should be announced by the end of the month. It will be up to the AGU and the Ministry of Finance to publish the new rules.
