Changing Charter on military is unnecessary, says deputy – 03/16/2023 – Panel

New president of the Committee on Foreign Affairs and National Defense, deputy Paulo Alexandre Barbosa (PSDB-SP) says he is against the proposed changes in article 142 of the Constitution, which deals with the Armed Forces.

“My impression is that there is no need to change the article. The way it is, it responds well to the topic. But as president I will promote the debate on this and other topics”, he says.

The intention to modify the article came from PT deputies. One of the proposals is to make the wording more explicit to clearly exclude distorted interpretations about the supposed moderating power of the military over democracy.

Barbosa promises to merge inspection actions by the federal government with a propositional agenda during his tenure at the head of the commission.

One of the topics he intends to invest in is free trade agreements. The main one is between Mercosur and the European Union, which has already been negotiated but not yet signed.

The commission should also address the relationship between the Lula government and leftist dictatorships, such as Venezuela, Nicaragua and Cuba. “Brazil needs to play a leading role in international politics, and that happens while respecting the existing democratic regimes,” says the new president.
