Changes in ministries and CPMI on January 8 are highlighted in the Chamber

The Chamber of Deputies may vote next Tuesday (30) on a bill for the timeframe for the demarcation of indigenous lands (PL 490/2007). The announcement was made by the mayor, Arthur Lira (PP-AL).

The proposal determines that only indigenous lands traditionally occupied by these peoples will be demarcated on the date of promulgation of the Federal Constitution, on October 5, 1988.

In nominal and symbolic voting, the plenary of the Chamber of Deputies approved, on Wednesday (24), the urgency in the appreciation of the PL, and the Ministry of Indigenous Peoples (MPI) was removed from the main attribution, that of demarcating indigenous peoples’ lands. origin, returning it to the Ministry of Justice and Public Security.

The rapporteur for the proposal, Deputy Arthur Oliveira Maia (União-BA), defended the approval of the text. The urgency was approved under protest from the PSOL, Rede, PT, PCdoB and PV benches. A new version will still be negotiated with party leaders.

In a note released on Wednesday, the Ministry of Indigenous Peoples points out that the original peoples of Brazil continue to be victims of various types of violence and that the reconfiguration of the portfolio’s attributions indicates “the social and cultural erasure” of the indigenous people.

On the next 7th, the Federal Supreme Court (STF) has scheduled a judgment on the same subject. The ministers of the Supreme Court will decide whether the enactment of the Magna Carta should be the parameter to define the traditional occupation of land by indigenous peoples.

Federal government structure
There is also an expectation of voting this week on Provisional Measure (MP) 1,154/2023, which defines the structure of the ministries that make up the government of President Luiz Inácio Lula da Silva. By MP, the number of ministries increased from 23 to 31, and six bodies gained the status of ministries, in a total of 37 ministers.

However, last Wednesday, the joint commission that analyzes the MP approved a report by Deputy Isnaldo Bulhões Jr (MDB-AL), which changed the originally proposed restructuring of the ministries.

The matter still needs to be voted by the Chamber of Deputies and by the Federal Senate until next Thursday (1st) or it will lose its validity.

The federal government will try to revert changes in the attributions of the ministries approved by the mixed commission.

The hearing at the Environment Commission will be held in Plenary 2, starting at 10 am, and will hear, among others, the Minister of the Environment and Climate Change, Marina Silva, the presidents of Ibama, Rodrigo Agostinho, and of Petrobras, Jean Paul Prates, and the Minister of Mines and Energy, Alexandre Silveira.

The debate was motivated by the unanimous decision of the Superior Electoral Court (TSE), on the 16th, to revoke the mandate of Deputy Deltan Dallagnol (Podemos-PR).

The electoral court rejected Dallagnol’s candidacy registration on the understanding that he tried to circumvent the Clean Record Law.

The parliamentarian previously served as head of the Lava Jato Operation task force in Curitiba. After leaving the Public Ministry, the former Federal Prosecutor was elected as the most voted deputy in Paraná, in the 2022 elections.
