Bets: 42% of Brazilians who say they bet are in debt and almost a third are out of the job market, says Senate research
A study indicates that 13% of Brazilians say they have bet over the course of a month. The government has been regulating the sector and promises to ban companies that do not comply with the rules. A national survey carried out by the DataSenado Institute shows that 42% of Brazilians who say they spent some amount on sports betting over the course of a month were in debt. According to the survey, released this Tuesday (1st), the percentage concerns bettors with accounts overdue for more than 90 days. In total, according to the survey, around 20.3 million people over the age of 16 claim to have bet on so-called “bets”, which have gone through a regulatory process. The number is equivalent to 13% of the country’s population in this age group. DataSenado data was collected between June 5 and 28, 2024. The survey interviewed 21,808 people. In addition to sports betting, the research also addresses the debt of the Brazilian population and the number of Brazilians who are victims of digital scams. The profile of bettors in the country is also one of the points explored in the research. According to the survey, the majority of people who say they have bet carry out some paid activity (68%). The other group, which totals 32%, is divided between people who are outside the labor force (neither working nor looking for a job) and unemployed people (not working and looking for a job). Brazilians with a family income of up to two minimum wages were those who bet the most (52%) over the course of a month. Next, there are bettors with family income between two and six minimum wages (35%); and above six minimum wages (13%). Bettors will have 10 days to redeem amounts from irregular bets, says Haddad Among those who bet: 23% have incomplete primary education; 18% complete primary education; 40% completed high school; 20% incomplete higher education or more. Regulation Fixed-odd bets — that is, games in which the bettor knows, at the time of betting, how much he could win if he gets it right — were the subject of debates in Congress and the Executive. The modality — virtually explored by “bets” — was authorized in Brazil by a provisional measure, approved by Congress and sanctioned by then-president Michel Temer (MDB) in 2018. The rule established a deadline for regulation to take place within four years — which did not happen. Without the rules for this market, online betting houses hosted abroad began to offer services to Brazilians. Over the last year, deputies and senators have focused on creating rules for exploring this market in the country. This set of measures was approved by parliament at the end of 2023, and sanctioned by President Luiz Inácio Lula da Silva (PT) at the beginning of this year. Unauthorized bets will be suspended in October The legal “bets” market will begin in January 2025, according to the Ministry of Finance’s schedule. The first companies interested in operating legally at the beginning of next year had until August 20th to apply. The department, which was responsible for unraveling and operationalizing the application of the rules, will carry out the analysis and grant authorizations in the second half of this year. Requests sent after this date must be analyzed after the legal market opens. According to the schedule, still in October, betting sites that have not registered with the Treasury will be prohibited from operating. The government seeks, with this measure, to expand control and prevent excesses of illegal websites.
