Audios and message exchanges suggest the receipt of slush fund by former senator and former governor Leonel Pavan (PSD), including at least R$ 1.075 million in Pix, in exchange for the promise to businessmen of allotment of future contracts from Camboriú City Halls and Balneário Camboriú, in Santa Catarina.

Pavan is a candidate for mayor of Camboriú and his daughter, Juliana Pavan (PSD), is the mayor of Balneário, a city with the most expensive square meter in the country.

Messages and receipts for bank transactions, to which the Sheet had access, show that lobbyist Glauco Piai, former assistant to Marta Suplicy and now affiliated with the PT of Itajaí (SC), was the intermediary for these transfers.

Piai was arrested on the 23rd in Santa Catarina with R$100,000 in cash in two bundles inside his car.

“I’ve already achieved, between us, 500 K [R$ 500 mil] for him [Pavan] from ‘Turquinho’, 26 from a technology company and 26 from another technology company. I had a conversation with the lunch guy, he’s coming here too. There’s you and, now, the insurance guy”, says Piai in one of the audios, sent in February to the intermediary of a São Paulo businessman.

He adds: “I will be the Government Secretary to guarantee the promise.”

Piai was chief of staff at the Funeral Service during Marta’s tenure at São Paulo City Hall (2001-2004). In 2004, he coordinated the campaign for the re-election of the PT member in Capela do Socorro, a stronghold of the Tatto family, from the PT.

Messages and receipts suggest that businesspeople interested in contract promises at city halls transferred the amounts to a company in the name of Piai (Traccia Construtora e Incorporadora Ltda), which then transferred the money to Pavan’s accounts, one of his company and others nominated by the former senator. When contacted, the candidate for mayor did not speak about the case specifically, but said on social media that he would be the victim of a “massive lie.”

Piai told an emissary from a businessman that the money arrived in Pavan’s account in the form of dividends from a real estate development. The lobbyist cites an “apocryphal cooperative” for triangulation.

Receipts and conversations via messaging app between Pavan and Piai point to an agreement to transfer R$20,000 a week to the former senator, as well as R$20,000 a month to a communications agency for his daughter’s campaign.

“How much goes to the agency? And how much in my account?”, asks Pavan in a message.

Piai states that it would be R$20,000 a month for the agency and R$20,000 a week for the senator. “Then please delete this”, he adds. Pavan responds by indicating a Pix key for transfers.

Piai transfers R$20,000, sends the receipt and an audio in which he says “boss, you can let me have more on Monday”. The former senator sends “thumbs up” and applause emojis in response.

In the accounts presented so far by Pavan and his daughter’s campaigns, there is no record of value linked to the people who are the subject of the audios and messages.

In the various audios to which the Sheet had access, Piai always asks for money with the promise of dividing contracts between the two city halls, such as the administration of daycare centers and snacks, in addition to carrying out works.

“Sergião, is it going to rain in our garden here this week? How is the sauce there?”, asks Piai in an audio sent on August 13 to lawyer Sergio de Carvalho Gegers, owner of Actual Tax Brasil Consultoria Tributária Ltda.

Piai renews the charges in the following days and, on August 22, the lawyer’s company sends proof of scheduling a transfer of R$100,000 to Piai’s company the next day.

THE Sheet He also had access to two receipts for scheduling Actual Tax transfers to Piai’s company in previous months, worth R$150,000 each.

According to messages from Piai, the total transfer would be R$2 million, with the lawyer’s company promising to take on large-scale works and the information technology sector.

Piai also scheduled meetings between Pavan and businesspeople, according to conversations. One of these meetings was with Valdomiro Francisco Coan, known as Miro and involved in accusations of embezzlement of lunch resources in São Paulo city halls in recent years.

The promise would be for Miro to take over the picnic area in both cities. A person identified as Eli Herbert Frezolone negotiated on behalf of Miro. According to the conversations, payment would take place in cash, referred to as “sandwiches”.

Another businessman who maintained contacts and made transfers to Piai — worth R$300,000 — was Felipe Augusto Souza de Albuquerque, from Construtora Soberana Ltda, in Manaus. According to the conversations, he was promised control over small works in both cities.

The area of ​​telemedicine and public-private partnerships would be handled by Thiago Telles Batista, owner of Cortex Capital Ltda, from whom Piai also asked for indications of those interested in taking on the supply of uniforms and other school materials.

“I have a problem with uniforms and school supplies and textbooks and paradidactic books, if you know anyone. Because Miro wanted it and then he had an employee who became a guy who works on it, but then the guy disappears from the map. So I I have a hole.”

According to receipts, Thiago transferred at least R$200,000 to Traccia.

On Monday last week, Santa Catarina police seized the car, two cell phones and the money found in Piai’s car.

After stating that he worked for a group in São Paulo, the PT member told the police that the money was intended to pay employees at his company. He was released after being interviewed.

OTHER SIDE: Pavan does not respond, but says online that he would be the target of ‘a big lie’

After these attempts at contact, Pavan published a video on his networks accusing his opponents of preparing a “thick lie” against his daughter.

“The attacks don’t stop. I learned that they are preparing yet another big lie, as they have always done in my campaigns,” he stated.

“The election has to be clean, with proposals and not lies. (…) They beat me to try to harm my honor and, in doing so, they want to harm my daughter’s candidacy”, he continued.

Juliana also did not respond to contacts made directly or through her advisor.

When contacted, Glauco Piai responded by SMS stating that the information was the result of cell phone theft and should not be analyzed.

One of the businessmen who appear in these messages sent the report a video of a bar in which Piai allegedly appears to have had his cell phone stolen by an unidentified man.

Eli Herbert Frezolone, who appears in the dialogues negotiating on behalf of businessman Valdomiro Francisco Coan, stated that Piai is his friend and that he even asked him for resources at the beginning of the year for the campaigns, but that he did not make the transfers.

“I didn’t donate anything myself, I’m a commercial representative. If you look at my situation, you can see that I’m a very simple person.”

Frezolone said he believed that Valdomiro did not make transfers and stated that, in the meeting with Piai, in which “sandwiches” were to be delivered, there was also no transfer of money. He confirmed that the request for resources was conditioned on future projects in city halls, but said that there were no transfers precisely because these contracts would have to go through bidding.

“He [Piai] He actually asked to see if anyone wanted to contribute to the campaign, to do work and such, but no one wants to, right? He wanted to form a partnership and then carry out a study to change the situation in education, to save money, change the format and improve service to students”, he said.

Lawyer Sergio de Carvalho Gegers denied, in a first contact, that he had dealt with transfers in exchange for the promise of future contracts, but, in the end, he sent a note via legal advice without commenting on the merits of the questions.

In the note, he states that the “supposed conversations” originate from “a cell phone that was the product of crime, that is, Mr. Glauco Piai’s cell phone”, and that he, as a lawyer, does not have a contract with public bodies.

“I affirm that I do not authorize any disclosure, information, note or inference, even more so arising from the extraction of alleged conversations object of stolen product (cell phone), which we are unaware of and refute the content”, he continues, mentioning the possibility of filing civil and criminal.

He also says that Glauco is his client “and reserves the right to confidentiality of conversations.”

Businessmen Thiago Telles and Felipe Albuquerque did not comment.
