The vast majority of Brazilians are unaware of the main economic agenda of the government of Luiz Inácio Lula da Silva (PT) at this moment. According to a survey by the Paraná Pesquisas institute, 76.9% of respondents had never heard of the fiscal framework, the new set of rules for public accounts. The bill was approved this week by the Chamber of Deputies and will now be submitted to the Senate.

The expression “fiscal framework” is often used by the Minister of Finance, Fernando Haddad, to refer to the proposal that will replace the spending ceiling. However, according to Paraná Pesquisas, only 23.1% of Brazilians have heard about the project or say they know about it. And, even within this group, just over half of respondents claim not to know what it is about, when invited to risk a spontaneous response.

According to the survey, 2.1% correctly say that the framework “is a fiscal reform” and 2% are also correct in stating that the project “is related to the spending cap / is an authorization to exceed the spending cap”.

The same survey asked questions about the basic interest rate (Selic), currently at 13.75% per year. According to the survey, 46.2% consider it “a problem” for the Brazilian economy and 31.3%, “a big problem”. For 71%, the financial situation will improve when the rate drops, and 19.3% say it will remain as it is.
